Our client is looking for a senior Enterprise Architect to support a strategic transformation initiative linked to the creation of a new federal migration structure and the optimization of data exchange across multiple internal and external systems.
The architect will be responsible for establishing a comprehensive view of the current application landscape, data architecture, and business architecture, while defining a target operating model and target architecture. A key objective is the implementation of a Centralized Data Layer to streamline data exchanges, improve reporting capabilities, and facilitate integration with a broader migration-related digital transformation program.
The assignment requires strong expertise in Enterprise Architecture, Data & Services Architecture, Business Architecture, application portfolio analysis, data governance, and stakeholder management within complex public-sector environments.
Your missions:
- Define and establish the organization's Business Architecture framework.
- Create a complete inventory of applications built on Microsoft technologies and other connected systems.
- Analyze and document the current (AS-IS) and future (TO-BE) application landscape.
- Map all internal and external data flows across the organization.
- Identify relationships and integrations between business applications, databases, and external stakeholders.
- Design and recommend a centralized data architecture to support efficient data exchange.
- Optimize data integration and reporting capabilities through a Centralized Data Layer.
- Support alignment between business needs, application architecture, and data architecture.
- Contribute to architectural alignment with a broader migration and digital transformation program.
- Review existing architecture documentation and define an improvement roadmap.
- Identify architectural synergies, gaps, risks, and optimization opportunities.
- Collaborate with internal technical leads, data teams, software architects, and external architecture stakeholders.
Business Architecture
Your activities:
- Establish business architecture practices and governance.
- Act as the bridge between business stakeholders and technical architecture teams.
- Ensure alignment between strategic objectives, business processes, applications, and data structures.
- Support tactical and strategic decision-making.
Application Architecture
- Inventory all existing applications and platforms.
- Analyze the current application ecosystem (AS-IS).
- Define the future-state application architecture (TO-BE).
- Assess dependencies and interactions between systems.
- Evaluate modernization and consolidation opportunities.
Data Architecture
- Map existing data flows, interfaces, and integrations.
- Document relationships between applications and data repositories.
- Analyze internal and external data exchanges.
- Design optimization scenarios through a Centralized Data Layer.
- Leverage and integrate existing components such as:
- Azure Data Warehouse
- Power BI
- Ensure consistency with software architecture and data analytics teams.
Documentation & Governance
- Assess the quality and completeness of existing architectural documentation.
- Define and execute an action plan to improve architectural documentation.
- Produce architecture deliverables, models, diagrams, and governance artifacts.
Transformation & Integration
- Analyze opportunities for interoperability and architectural convergence.
- Identify gaps and optimization opportunities across programs and initiatives.
- Support data harmonization and simplification of information flows.
- Contribute to the definition of a common target architecture across multiple organizations and programs.

Required Experience
- Senior-level Enterprise Architect profile.
- Proven experience in Data & Services Architecture.
- Experience delivering architecture missions in complex organizations.
- Public-sector experience is highly valued.
- Knowledge of the asylum and migration domain is a strong asset.
- You have at least 5 years of professional experiences in IT
- If you are at least fluent in FR/ENG or NL/ENG it’s best
- You’re eager to learn, motivated and curious
