Job summary

The Institute for Human Rights and Business (IHRB) in Brussels seeks a part-time consultancy to advance the Taskforce on Affordable and Sustainable Housing (TASH). You will build support among investors and EU institutions for conditionalities on EU and EIB housing finance, reporting to IHRB and TASH partners.

The role emphasizes relationship-building and policy influence over written outputs, starting January 2027 with a one-year contract and a 2-days-per-week commitment.

Qualifications

• 7+ years working on EU policy, sustainable finance, or housing finance, with a track record of influencing EU-level decisions.
• Working knowledge of how EU funding instruments are designed and agreed.
• Established relationships with real estate institutional investors, and the standing to bring them into meetings with officials.
• Established relationships with European Parliament, Commission, and EIB.
• Experience working in coalitions whose members have differing interests, such as investors and tenant organisations.
• Based in or within one hour of Brussels and able to attend meetings in person at short notice.
• Excellent written and spoken English

Responsibilities

• Lead three areas of work: Policy mapping, Investor engagement, Brussels representation.
• Policy mapping: map conditionalities across PEIP, EIB lending criteria, InvestEU, and cohesion policy funds.
• Investor engagement: engage with institutional investors and industry bodies to build support for conditionalities.
• Brussels representation: represent TASH at events and meetings in Brussels; report to IHRB and TASH partners.
