Job summary

Catholic Schools Parramatta Diocese seeks a Treasury Specialist Lead to own and oversee the treasury function, building daily operations and shaping liquidity, risk, and investment strategy.

You will automate processes, implement governance, and collaborate across finance and external partners to support CSPD's financial sustainability and accreditation requirements.

Qualifications

• 7+ years' experience in treasury or finance or related roles.
• Experience implementing treasury frameworks, policies and governance in complex organisations.
• Strong understanding of financial markets, interest rate risk, covenant compliance and regulatory requirements.
• Proven ability to produce clear treasury reporting for strategic decision-making.

• Prepare daily cash flow, liquidity planning and working capital management to meet operational and strategic needs while optimising returns.
• Identify opportunities to automate treasury processes and transition to automated systems.
• Lead the development and implementation of treasury frameworks, policies and governance.
• Optimise investment portfolios and provide strategic deployment guidance within governance frameworks.
• Prepare and deliver treasury reporting to inform executive and strategic decisions.

Job description

The Opportunity The Treasury Specialist Lead is a newly created standalone role that will lead and oversee Catholic Schools Parramatta Diocese's (CSPD) treasury function, ensuring effective management of organisational liquidity, financial risk, and investment activities. As CSPD's subject matter expert, this role will own the end-to-end treasury function—rolling up your sleeves to build robust daily operations while shaping the long-term liquidity, risk, and investment strategy. This position provides a unique platform to establish modern treasury frameworks, automate processes from the ground up, and directly influence CSPD's financial sustainability.

Position Criteria

• Preparation of daily cash flow, liquidity planning and working capital management, ensuring funds are available to meet operational and strategic requirements while optimising investment returns on surplus cash
• Proven experience in identifying opportunities to automate and improve treasury processes, including transitioning manual models and reporting into automated systems.
• Demonstrated experience implementing treasury frameworks, policies and processes that support liquidity management and long‑term financial sustainability
• Proven ability to optimise investment portfolios and advise on the strategic deployment of surplus funds within governance frameworks
• Strong capability in identifying, assessing and mitigating financial risks, including interest rate exposure and covenant compliance
• Experience preparing and delivering clear, comprehensive treasury reporting to inform executive and strategic decision‑making
• Strong stakeholder management and influencing skills, with the ability to build effective relationships across internal teams and external partners
• Ability to collaborate cross‑functionally with finance, shared services, procurement and broader diocesan stakeholders to enhance cash management and financial strategy

Qualifications and Experience

• Relevant tertiary qualification
• Minimum 7+ years' experience in treasury, finance or related roles
• Strong experience in treasury management, including liquidity, cash flow, investments and financial risk
• Proven ability to implement treasury frameworks, policies and governance in complex organisations
• Solid understanding of financial markets, interest rate risk, covenant compliance and regulatory requirements
• Skilled in producing clear, accurate treasury reporting for strategic decision‑making
• Experience collaborating with finance teams and external stakeholders such as investment bodies and financial institutions
• Proven track record as a proactive self-starter, balancing day-to-day execution with strategic oversight
• Advanced skills in financial modelling, cash management systems and treasury tools
• Commitment to meeting CSPD's Accreditation to Work, Teach and Lead requirements as part of employment
