Job summary

Mildura Rural City Council invites applications for the Capital Program Accountant to lead financial planning for capital works, including budgeting, forecasting and reporting. You will influence major projects and ensure investments are financially sustainable and compliant.

The role demands strong modelling, collaboration with diverse stakeholders and a track record of leading teams to high-quality outcomes. A Police Clearance and a valid Australian Driver's Licence are required.

Qualifications

• Degree in Accounting, Business or Commerce with demonstrated experience in financial management, budgeting and accounting functions.
• Strong financial modelling and forecasting skills, with the ability to manage multi-year capital budgets and support strategic investment decisions.
• Experience developing, monitoring and reporting on large-scale budgets, including capital works programs, carry-forward budgets and statutory reporting requirements.
• A collaborative and influential approach, with the ability to partner effectively with stakeholders across all levels of the organisation.
• Leadership experience, including coaching, mentoring and supervising staff to achieve high-quality outcomes.
• Advanced analytical and systems skills, including proficiency in financial management software, Excel and continuous improvement of financial processes and reporting frameworks.
• Ability to obtain a National Police Clearance prior to commencement
• Hold a current Australian Drivers License.

Responsibilities

• Provide strategic financial leadership across capital works planning, budgeting, forecasting and reporting.
• Ensure Council’s investment decisions are financially sustainable, compliant and aligned with long-term priorities.
• Influence executive decision-making and drive continuous improvement across the capital works program.
