Job summary

Mildura Rural City Council is seeking a Capital Program Accountant to provide strategic financial leadership across capital works planning, budgeting, forecasting and reporting. You will help ensure investments are financially sustainable and aligned with long-term priorities.

  • Qualifications in Accounting, Business or Commerce with demonstrated experience in financial management, budgeting and accounting functions.
  • Strong financial modelling and forecasting skills with the ability to manage multi-year capital budgets.
  • Experience developing, monitoring and reporting on large-scale budgets, including capital works programs and statutory reporting requirements.

About the Opportunity

As the Capital Program Accountant, you will provide strategic financial leadership across capital works planning, budgeting, forecasting and reporting, ensuring Council’s investment decisions are financially sustainable, compliant and aligned with long‑term organisational priorities. This is a unique opportunity to influence major projects, support executive decision‑making and drive continuous improvement across Council’s capital works program.

What you will bring

Ideally the successful applicant will have the following:

  • Qualifications in Accounting, Business or Commerce, with demonstrated experience in financial management, budgeting and accounting functions.
  • Strong financial modelling and forecasting skills, with the ability to manage multi‑year capital budgets and support strategic investment decisions.
  • Experience developing, monitoring and reporting on large‑scale budgets, including capital works programs, carry‑forward budgets and statutory reporting requirements.
  • A collaborative and influential approach, with the ability to partner effectively with stakeholders across all levels of the organisation.
  • Leadership experience, including coaching, mentoring and supervising staff to achieve high‑quality outcomes.
  • Advanced analytical and systems skills, including proficiency in financial management software, Excel and continuous improvement of financial processes and reporting frameworks.
  • Ability to obtain a National Police Clearance prior to commencement
  • Hold a current Australian Drivers License.
Salary and conditions

The position is classified within Band 7 of Council’s Current Enterprise Agreement commencing at $108,138.16 per annum plus statutory superannuation.
