Job summary

Livingstone Shire Council is seeking a Project Accountant to manage the financial performance of its capital works program. You will oversee budgeting, forecasting, cashflow and reporting, partnering with Accounting, Assets and the Portfolio Management Office to drive project delivery.

This highly autonomous role requires strong technical accounting skills, advanced Excel and experience with ERP systems such as TechnologyOne or Oracle, plus CPA/CA ANZ progress toward qualification.

Qualifications

• Experience in project accounting, budgeting, forecasting and financial reporting.
• Strong analytical skills with the ability to interpret and manage complex financial and project data.
• Advanced Excel skills and ERP systems such as TechnologyOne, Oracle or similar.
• Excellent communication and stakeholder engagement skills, with the ability to build effective working relationships across diverse teams.
• A proactive mindset focused on continuous improvement, systems enhancement and delivering high-quality outcomes.
• Relevant tertiary qualifications in accounting, finance or commerce, with CPA or CA ANZ membership (or progress towards qualification).

Responsibilities

• Managing the full financial lifecycle of Council’s capital projects, including budgeting, forecasting, cashflow management and financial reporting.
• Partnering with the Accounting Team, Strategic Asset Management and Portfolio Management Office to coordinate project budgets, funding sources and financial performance.
• Monitoring and managing Council reserve funds, including forecasting income, validating allocations and tracking expenditure against approved budgets.
• Analysing project and financial data to support informed decision-making, long-term financial planning and asset management outcomes.
• Maintaining the integrity of Council’s project finance systems and contribute to process and system improvements across the organisation.
• Supporting broader accounting functions including month-end reporting, reconciliations, audit requirements, acquittals and general ledger maintenance.
