Job summary

Downer seeks a Shunting & Train Movement Manager to oversee safe planning, coordination and control of rolling stock movements at the Torbanlea facility. You will lead the shunting team, manage permits, and ensure compliance with rail safety laws and WHS requirements while coordinating with production, testing, and commissioning activities.

The role requires experience in rail operations, yard coordination, and strong leadership.

Job description

We currently have an exciting opportunity for a Shunting & Train Movement Manager (STMM) QTMP to join our Rail and Transit Systems team at our Torbanlea site.

Reporting to the Test & Commissioning Manager, the Shunting & Train Movement Manager (STMM) is responsible for the safe planning, coordination and operational control of rollingstock movements and rail activities across the Torbanlea Manufacturing Facility (TMF). This includes Single Car and Multiple Unit movements supporting Production, Testing & Commissioning, maintenance and project activities, using shunter vehicles, self-propelled operation and other approved methods. The role also manages yard and stabling activities, movement planning and authorisation, Low-Speed Test Track (LSTT) operations, train arrivals and departures, and handover/handover-back with Queensland Rail. You will also lead the shunting team and oversee Permit-to-Work, isolation and access-control processes to ensure work is completed safely within the facility.

• Demonstrate personal accountability through proactive risk-based decision making and effective management of operational hazards.
  
• Contribute to achieving QTMP's rail safety objectives in accordance with the Rail Safety National Law and applicable WHS requirements.
  
• Ensure rollingstock movements and associated activities are undertaken in accordance with approved procedures, SWMS, risk assessments, permits and operational controls.
  
• Ensure effective application of LOTO, Permit-to-Work, track protection, isolation and access-control arrangements within the role's authority.
  
• Ensure personnel undertaking rail safety work are appropriately trained, competent, authorised and fit for duty.
  
• Monitor safety performance, undertake HSE and operational observations and ensure identified deficiencies are addressed.
  
• Exercise authority to stop or suspend rollingstock movements where an unsafe condition, operational conflict or unacceptable risk is identified, and only allow movements to recommence once appropriate controls are established.

Experience:

• Demonstrated experience leading and coordinating teams in rail operations, shunting, logistics, maintenance, Testing & Commissioning, manufacturing or another safety-critical operational environment.
  
• Experience planning, prioritising and controlling multiple activities within a complex yard, depot, facility or similar operational environment.
  
• Previous experience as a Yard Master, Yard Coordinator, Shunting Supervisor, Train Movement Controller or similar operational role highly desirable.
  
• Experience with rollingstock shunting, marshalling, stabling and train movement activities desirable.
  
• Experience with Permit-to-Work, LOTO, isolation, track protection or access-control systems desirable.
  
• Experience working with signalling, points, derailers, train movement/control systems or rail infrastructure desirable.
  
• Experience interfacing with network operators, train control, signallers or external rail operators desirable.
  
• Experience working around OHLE, High Voltage systems or other electrical infrastructure desirable.
  
• Strong background in Production Management and Team Leadership
  

Skills & Knowledge:

• Strong understanding of rail operations, shunting, marshalling and safe movement-control principles.
  
• Ability to plan and prioritise rollingstock movements while balancing Production, Testing & Commissioning, maintenance and other operational requirements.
  
• Strong understanding of safe working, safety-critical communication, fatigue management and operational risk controls.
  
• Sound knowledge of Permit-to-Work, LOTO, isolation, track protection and access-control principles.
  
• Ability to interpret track layouts, movement plans, operating procedures, permits, SWMS and other operational documentation.
  
• Sound understanding of points, derailers, signalling and train movement/control systems.
  
• Strong situational awareness with the ability to identify operational conflicts and changing conditions.
  
• Strong leadership, communication and stakeholder-management skills.
  
• Ability to make timely, practical and safety-focused decisions in normal, degraded and emergency conditions.
  
• Strong organisational, record-keeping and shift-handover skills.
  
• Intermediate proficiency in Microsoft Word, Excel, Outlook and relevant operational/project systems.
  
• Knowledge of electrical systems, HV switching and OHLE isolation principles desirable.
