Qualifications

Responsibilities

• Lead ICT operating and capital budget governance, forecasting, expenditure tracking and reporting.
• Provide strategic sourcing, procurement and commercial advice across ICT programs.
• Support vendor negotiations and develop long-term value strategies.
• Develop and maintain ICT governance, cost management frameworks and controls.
• Conduct risk assessments and ensure effective risk mitigation.
• Oversee infrastructure refresh, software licensing, workforce planning and investment prioritisation.
• Prepare procurement documents, business cases, financial reports and executive briefings.
• Manage relationships with stakeholders, vendors and government representatives.
• Offer strategic guidance to leadership and support program delivery and benefits tracking.
• Assist with capability uplift and knowledge transfer across APS and project teams.

We are currently seeking an experienced Senior ICT Project Manager to support a major Federal Government environment. This is a high-impact role focused on ICT financial governance, infrastructure investment planning, procurement strategy, vendor management, and the management of ICT operating and capital expenditure programs.

The Role

We are seeking a highly capable Senior ICT Project Manager to lead the management and oversight of critical ICT running costs, capital expenditure programs, infrastructure refresh initiatives, and technology investment portfolios. Working closely with finance, procurement, business, architecture, and ICT stakeholders, you will provide strategic advice and commercial leadership to ensure effective planning, governance, cost optimisation, and delivery of ICT investment outcomes.

This role is ideal for a senior professional with strong experience across ICT financial management, procurement, contract management, vendor negotiations, investment planning, and program governance within large and complex government environments.

Key Responsibilities

• Lead the management and governance of ICT operating and capital budgets, including forecasting, expenditure tracking, reporting, and optimisation activities.
• Provide strategic sourcing, procurement, and commercial advice across major ICT investment and infrastructure programs.
• Support vendor negotiations and develop commercial strategies that deliver long-term value and organisational outcomes.
• Develop and maintain ICT financial governance, control frameworks, and cost management processes.
• Conduct commercial and financial risk assessments and ensure risks are appropriately managed and mitigated.
• Oversee infrastructure refresh planning, software licensing strategies, workforce planning, and investment prioritisation activities.
• Develop procurement documentation, business cases, financial reports, executive briefings, and portfolio reporting artefacts.
• Manage relationships with internal and external stakeholders, vendors, suppliers, and government representatives.
• Provide strategic advice and operational guidance to leadership teams and executive stakeholders.
• Lead and support program delivery, performance reporting, benefits realisation tracking, and continuous improvement initiatives.
• Assist with capability uplift and knowledge transfer activities across APS and project teams.

What You'll Need

• Demonstrated experience in program and project management, strategic planning, financial management, procurement, reporting, and contract management.
• Proven experience managing large and complex ICT operating and capital budgets, including forecasting, accruals, allocations, financial analysis, and executive reporting.
• Strong experience in vendor negotiations, commercial management, contract renewals, and sourcing strategies.
• Experience developing and implementing ICT cost management, governance, and control frameworks.
• Demonstrated experience working with finance, procurement, architecture, business, and ICT stakeholders in complex environments.
• Strong understanding of ICT infrastructure operating costs, technology investment planning, software licensing, workforce management, and capital programs.
• Excellent communication, stakeholder engagement, and influencing skills.
