Job summary

Kingston City Council is seeking a capable Manager PMO & Major Projects in Melbourne to lead the PMO, capital works portfolio planning and delivery of major projects. You will oversee governance, budgeting, reporting and risk while guiding strategic advice to senior leaders and councillors.

The role emphasizes building capability, leading an accountable team and forming partnerships that deliver sustainable community outcomes.

Qualifications

• Extensive experience leading PMO functions, complex project portfolios and major capital infrastructure projects.
• Strong knowledge of project governance, portfolio management, risk, financial management and benefits realisation.
• Demonstrated success creating and leading high performing teams, organisational change and project capability improvement.
• Ability to analyse complex issues and provide clear, evidence-based advice.
• Strong communication, negotiation and partnership skills across diverse stakeholder groups.
• A degree in Engineering, Architecture, Business, Project Management or a related discipline.
• Proficiency in Microsoft Office and project and portfolio management systems.
• Experience in local government or the public sector is advantageous. PMP, P3O, CPPD (AIPM) or equivalent accreditation is desirable.

Responsibilities

• Lead the PMO & Major Projects function and develop capable, high performing and engaged teams.
• Oversee the Project Management Framework, and capital works portfolio governance, planning and delivery of major projects.
• Provide strategic advice to Senior Leaders and Councillors on performance, investment priorities, risks and opportunities.
• Build organisational project management capability and lead an accountable, collaborative team.
• Form trusted partnerships with business units, government, industry and the community.
• Drive continuous improvement, benefits realisation and customer-focused outcomes.
