Job summary

Ferrovial is seeking a Deputy General Counsel, Procurement to lead sophisticated procurement strategies for transportation and infrastructure projects. Based in the U.S., the role partners with business development, estimating, procurement, and operations to structure joint ventures, major subcontracts, and supplier agreements.

The role requires deep knowledge of public procurement, strong negotiation skills, and the ability to align owner requirements with enterprise risk management.

Qualifications

• J.D. or equivalent law degree with strong background in public procurement and contract law.
• Active bar admission and familiarity with state or federal procurement rules.
• Experience negotiating complex joint ventures, teaming agreements, and major subcontracts.

Responsibilities

• Provide senior legal leadership for pursuit and procurement of transportation and infrastructure projects.
• Lead legal support for procurements involving state DOTs, public agencies, and private owners.
• Draft, negotiate and structure joint ventures, teaming, and major contracts.
• Ensure compliance with all procurement laws, ethics, and reporting requirements.
• Guide transition from procurement to project execution and dispute prevention.
