Fraser Coast Regional Council seeks a senior Manager Works Operations (Civil Infrastructure) to lead capital delivery, maintenance programs, and contract governance in Maryborough. You will provide strategic and technical guidance to support sustainable service delivery and report to the Executive Manager Infrastructure Operations.

The role requires strong leadership, governance, and financial management skills to ensure time, cost, quality, safety and environmental targets are met.

Qualifications

• Bachelor’s degree in Civil Engineering (AQF7+) is required.
• Experience delivering complex civil infrastructure programs.
• Strong contract administration and tendering capabilities.
• Financial management and strategic advisory skills are essential.

Responsabilités

• Oversee capital works and programmed maintenance delivery, including contract administration and Superintendent’s Representative duties.
• Provide specialist engineering, commercial and contract advice across Council.
• Implement quality, contract and delivery frameworks for consistent outcomes.
• Lead strategic and operational planning, including program development and constructability reviews.
• Manage budgets, forecasting, reporting and financial performance.
• Lead and develop staff capability, performance and wellbeing.

This senior role oversees capital delivery, programmed maintenance, contract governance and operational planning, ensuring high-quality, safe and sustainable outcomes for our community. You will lead the planning, delivery and governance of nominated capital and maintenance programs, ensuring time, cost, quality, safety and environmental targets are met. As a key advisor to the Executive Manager Infrastructure Operations, you will provide strategic, financial and technical guidance to support sustainable service delivery.

What your day will look like:

• Manage capital works and programmed maintenance delivery, including contract administration and Superintendent’s Representative duties.

What you’ll need for success:

• Skilled in contract administration, tendering and managing service providers.
• Proven financial management capability and strategic advisory skills.
• Excellent communication, negotiation and people leadership skills.

• Local Government experience, RPEQ, postgraduate project/construction management.
