Job summary

Fraser Coast Regional Council is seeking a Manager Contracts Capital Delivery in Hervey Bay. The role leads the Contracts section, overseeing procurement planning, tendering, constructability reviews and construction contract management, with strategic commercial advice to the Executive Manager Capital Delivery.

You will drive delivery of externally contracted civil infrastructure projects, ensure compliant procurement, and lead a multidisciplinary Contracts team to achieve high‑quality

Qualifications

• Bachelor’s degree in Civil Engineering (AQF7+).
• Strong civil construction and contract management experience, including resolving complex constructability issues.
• Skilled in preparing specifications, BOQs, estimates and procurement documentation.
• Demonstrated client-side project management capability across scope, variations, budgets, programs, quality, safety and compliance.
• Strong understanding of construction methodologies, standards, procurement and contractual risk allocation.
• Proven leadership capability in a multidisciplinary environment.

• Administer construction contracts, including Superintendent duties, managing performance, variations, claims, cost, time, quality and safety.
• Establish and maintain contract management frameworks that support consistency, accountability and continuous improvement.
• Lead and develop the Contracts team, managing priorities, capability and performance.

Manager Contracts Capital Delivery Permanent Full Time Hervey Bay IFA Level 8 - $151,485 per annum plus superannuation

• + $6,000 relocation assistance for suitable candidates

What we are looking for:

You will lead the Contracts section, overseeing procurement planning, tendering, constructability reviews and construction contract management. The role ensures robust commercial discipline, consistent contract practices, effective risk management and high‐quality delivery outcomes. You will also provide strategic commercial and technical advice to the Executive Manager Capital Delivery.
