Job summary

Urban Utilities is seeking a Leadership Capability Specialist to design and develop foundational leadership programs for frontline leaders and people managers. The role sits in the Organisational Enablement team on a fixed-term contract through to September 2027.

The successful candidate will conduct capability needs analyses, translate organisational needs into practical learning experiences, and build evidence-based programs that deliver measurable business outcomes.

Qualifications

• Degree in Human Resources, Organisational Development, Organisational Psychology, Learning & Development, Education or related discipline.
• Experience designing leadership development programs within an organisational environment.
• Strong expertise in instructional design, adult learning principles and learning needs analysis, with proven ADDIE experience.
• Experience evaluating learning effectiveness and measuring capability outcomes using Kirkpatrick or similar frameworks.
• Stakeholder management and consulting skills, with ability to influence audiences at all levels.

Responsibilities

• Design and develop leadership programs for frontline leaders.
• Conduct capability needs analyses and identify targeted interventions.
• Develop facilitator guides, participant workbooks, blended learning resources and program materials.
• Partner with leaders, stakeholders and subject matter experts to deliver aligned solutions.
• Measure program effectiveness using Kirkpatrick Evaluation Model or similar methodologies.
• Support the facilitation of leadership programs and workshops.
