Job summary

Urban Utilities is seeking a Leadership Capability Specialist to design and deliver leadership development programs for frontline leaders and managers. You will translate organisational needs into practical learning experiences, applying ADDIE and Kirkpatrick evaluation to show impact.

You will partner with leaders and SMEs to create engaging resources, guides and blended learning, supporting measurement and continuous capability uplift across the organisation.

Qualifications

• Degree in HR/OD/Organisational Psychology/Learning & Development or equivalent.
• Experience designing leadership development programs in an organisational setting.
• Expertise in instructional design, adult learning, and needs analysis using ADDIE.
• Track record applying Kirkpatrick or similar evaluation models.
• Strong stakeholder management and consulting skills.
• Facilitation experience is desirable; strong learning design is essential.

About the Opportunity

We're looking for a Leadership Capability Specialist to join our Organisational Enablement team on a fixed-term contract through to September 2027. This newly created role will lead the design and development of foundational leadership programs focused on building the capability of frontline leaders and people managers across Urban Utilities. Partnering closely with leaders and stakeholders across the business, you'll conduct capability needs analyses, and create engaging learning solutions that strengthen leadership effectiveness and support organisational performance. This role will help shape our approach to leadership development and establish consistent leadership foundations across the organisation. Success in this role will come from your ability to translate organisational needs into practical, evidence-based learning experiences. You'll apply contemporary adult learning principles, instructional design methodologies and leadership development practices to create programs, resources and interventions that drive meaningful capability uplift and measurable business outcomes.

What You’ll Deliver

• Design and development of Urban Utilities' leadership programs, creating engaging and practical learning experiences for frontline leaders.
• Conduct leadership capability needs analyses and identify targeted learning interventions that address organisational capability gaps.
• Develop high-quality learning resources, including facilitator guides, participant workbooks, blended learning solutions and supporting program materials.
• Partner with leaders, stakeholders and subject matter experts to deliver leadership capability solutions aligned to organisational priorities and strategic outcomes.
• Measure and evaluate program effectiveness using recognised methodologies, including the Kirkpatrick Evaluation Model, to drive continuous improvement and leadership capability uplift.
• Support the facilitation of leadership capability programs and workshops.

About You

• Degree in Human Resources, Organisational Development, Organisational Psychology, Learning & Development, Education or a related discipline, or equivalent experience.
• Demonstrated experience designing and developing leadership development programs within a organisational environment.
• Strong expertise in instructional design, adult learning principles and learning needs analysis, with proven experience applying the ADDIE framework.
• Advanced capability in developing learning assets, including facilitator guides, workbooks, learning resources, blended learning experiences and leadership development programs.
• Experience evaluating learning effectiveness and measuring capability outcomes using the Kirkpatrick Evaluation Model or similar evaluation frameworks.
• Strong stakeholder management and consulting skills, with the ability to build trusted relationships and influence audiences at all organisational levels.
• Facilitation experience in leadership development programs is highly desirable, but your strength in learning design and development is what will set you apart.
• Experience working within a large, complex organisation and delivering leadership capability initiatives that drive behavioural change and business results will be highly regarded.
