Job summary

The Bureau of Meteorology seeks a senior EL2 leader to oversee integrated delivery, performance and governance of enterprise ICT infrastructure. You will lead across Platform Engineering, Enterprise Connectivity, Cloud Services, High Performance Computing and End User Services, driving resilience, security and customer-focused outcomes.

Responsibilities

• Define and drive enterprise infrastructure strategy across Platform Engineering, Enterprise Connectivity, Cloud Services, HPC and End User Services.
• Lead service design, lifecycle management, cyber resilience, automation and observability to ensure reliable and secure infrastructure.
• Oversee portfolio planning, investment stewardship, budget governance and vendor performance across multiple domains.
• Provide evidence-based guidance to senior executives on performance, risk, priorities and service risk.
• Develop and mentor multidisciplinary teams and shape an inclusive, values-led culture.
• Represent infrastructure considerations in executive forums and enterprise planning.

Operating with a high degree of independence, the role provides strategic and operationalleadership across these service domains, with direct accountability for service lifecyclemanagement, cyber resilience, automation, observability, vendor performance and operationalreliability, delivered through multidisciplinary teams, vendors and partners.

The role is accountable for portfolio health, financial management, governance, risk, assuranceand continuous improvement, and provides clear, evidence based advice to senior executives oninfrastructure performance, investment, resilience and service risk.

The key duties of the position include:

Enterprise infrastructure strategy and service integration

• Setting integrated ICT infrastructure strategies, service roadmaps and technology lifecycleplans aligned to Bureau priorities, whole-of-government requirements and contemporaryindustry practice.
• Providing direct leadership and accountability across Platform Engineering, EnterpriseConnectivity, Cloud Services, High Performance Computing and End User Services as acohesive enterprise infrastructure capability.
• Directing service design, transition, operation and improvement to ensure infrastructureservices are reliable, secure, scalable and fit for purpose.

Operational leadership and accountable delivery

• Overseeing operational reliability, resilience and recoverability of enterprise infrastructureservices, including incident response, service continuity and executive escalation.
• Making sound, risk-based decisions in complex and ambiguous service environments.
• Driving modern service management practices, including observability, change discipline,problem management, service level performance and continual improvement.

Portfolio planning, prioritisation and investment stewardship

• Leading portfolio planning and prioritisation across operations, lifecycle management, cloudadoption, cyber resilience, automation and project delivery.
• Allocating people, funding, vendors and technology assets across the full span of control tobalance value, risk, affordability and service outcomes.
• Managing major cross-domain dependencies, constraints, benefits, risks and changeimpacts.

Governance, risk, assurance and financial accountability

• Maintaining executive visibility of infrastructure performance, operational risk, compliance,financial position, cyber exposure and service maturity.
• Ensuring services meet Bureau policy, security, audit, contract, accessibility and whole-of government digital and cyber requirements.
• Managing the IT Infrastructure portfolio budget, including forecasting, cost control andvalue-based decision-making.
• Governing major contracts and vendor performance, including commercial, service anddelivery issues.

People leadership and organisational capability

• Leading and developing multidisciplinary teams across Platform Engineering, EnterpriseConnectivity, Cloud Services, High Performance Computing and End User Services,building leadership depth, technical capability and accountability.
• Shaping an inclusive, values-led culture that supports collaboration, engineering discipline,automation, service ownership and continuous improvement.
• Strengthening workforce resilience through succession, knowledge sharing and capabilityuplift.

Senior stakeholder engagement and communication with influence

• Providing clear, evidence-based advice to senior executives on performance, risk, priorities,investment trade-offs and service impacts.
• Influencing senior stakeholders, vendors and delivery partners to resolve issues and secureshared outcomes.
• Representing infrastructure in executive forums and enterprise planning.

Service maturity, reform and continuous improvement

• Setting the direction for infrastructure service maturity, including automation,standardisation, observability, self-service, resilience engineering and lifecyclemanagement.
• Leading reform that improves customer experience, strengthens controls, reducesoperational risk and simplifies delivery across infrastructure domains.
• Using performance insights and stakeholder feedback to improve service quality andefficiency.
