Job summary

Moranbah & District Support Services Association Inc. (MDSS) in Moranbah seeks a capable Chief Executive Officer to lead day-to-day operations, deliver services to the community, manage staff and work with the committee and stakeholders.

You will translate strategy into reliable service delivery, ensure contractual performance and measurable outcomes, while contributing weekly to counselling and community work, and strengthening partnerships across rural areas.

Qualifications

  • A relevant tertiary or vocational qualification in social services or related field.
  • Demonstrated senior leadership or management experience in community services, charity or similar environment.
  • Substantial frontline experience in case management, family support, counselling, community development or related practice.
  • Ability to interpret government service agreements, achieve funded outputs and maintain auditable records.
  • Sound financial, commercial and operational judgement including budgeting and risk management.
  • Leadership style that builds accountability and supports staff while focusing on clients and community.
  • Strong written communication and stakeholder engagement with diverse partners.
  • Commitment to ethical, culturally safe, trauma-informed and strengths-based practice with Aboriginal and Torres Strait Islander communities.

Job description

Moranbah & District Support Services Association Inc. (MDSS) is a community-based charity in Moranbah that supports Moranbah and surrounding towns. Our purpose is to assist, inform and empower individuals, families and communities, locally and across rural areas, to improve quality of life and respond to hardship, counselling, sickness, distress and social isolation.

Operating from the Moranbah Youth and Community Centre, MDSS delivers and supports neighbourhood, family and community services, connects people with practical assistance, and works with government, businesses and community organisations to strengthen local outcomes.

The opportunity

MDSS is seeking a capable, grounded and community-focused Chief Executive Officer to lead day-to-day operations and help build stronger service delivery to the community. Reporting to the Committee, you will execute the strategic plan into well-run services, reliable contract performance and measurable outcomes for the community.

This is not a desk-only CEO position. You must be comfortable delivering services to the community, managing staff, working with the committee and working with stakeholders.

The CEO will be required to deliver an allocated time per week in counselling services directly to the community, work with or on behalf of families, with the remaining time focused on executive leadership.

What you will be responsible for
  • Strategy and governance Work with the Committee to set priorities, execute the strategy plan, manage organisational risk and provide clear, candid and timely reporting.

  • People and operations Lead the team, strengthen culture and accountability, manage performance and workforce planning, and ensure the focus remains on providing services to the community.

  • Financial sustainability Manage budgets, cash flow, funding allocations, internal controls, procurement, acquittals and audit readiness, while maintaining a clear view of the true cost and performance of each service.

  • Funded-service performance Oversee MDSS's neighbourhood centre and family support contracts, and ensure contracted outputs, client outcomes, records and financial and performance reports are accurate and delivered on time.

  • Quality and compliance Lead HSQF readiness and continuous improvement, with sound systems for policies, safeguarding, privacy, complaints, incidents, work health and safety, records and compliance.

  • Services and partnerships Build productive relationships with local and state government, local businesses, resources-sector partners, schools, service providers and community groups.

  • Growth and funding Identify and secure grants, partnerships, social investment and other sustainable opportunities that align with MDSS's purpose and service capacity.

  • Practitioner delivery Personally contribute to eligible family and community support work within your competence. This may include assessment, support and case planning, case management, counselling or education, referrals, community development, stakeholder coordination and outcome documentation.

  • Community representation Be a visible and trusted representative of MDSS, listen to local needs and ensure services remain accessible, culturally safe, and strengths-based.

What you will bring
  • A relevant tertiary or vocational qualification, such as social work, human services, psychology, counselling, community services or community development, that supports you to deliver the required practitioner work.

  • Demonstrated senior leadership or management experience in community services, human services, a charity organisation or another relevant service environment.

  • Substantial frontline experience in case management, family support, counselling, community development or comparable human services practice.

  • The ability to interpret government service agreements, achieve funded output and outcome targets, maintain auditable records and prepare clear performance reports.

  • Sound financial, commercial and operational judgement, including budgeting, workforce management, risk management and service costing.

  • A practical leadership style that builds accountability, supports staff and can improve systems without losing sight of clients and community.

  • Strong written communication, stakeholder engagement and relationship-building skills, including the confidence to work with a volunteer Committee, government and corporate partners.

  • A commitment to ethical, culturally safe, trauma-informed and strengths-based practice, including genuine engagement with Aboriginal and Torres Strait Islander families and culturally diverse communities.

Highly regarded
  • Experience with Queensland Government funded neighbourhood or family support services programs.

  • Knowledge of the Human Services Quality Framework (HSQF), P2i reporting and funded-service audit or certification requirements.

  • Experience leading an incorporated association, charity, community centre or small multi-program organisation.

  • A record of developing services, winning grants or building partnerships that improve both community outcomes and financial sustainability.

  • Experience working in a regional or rural community, particularly within the Isaac or Mackay region.

Pre-employment requirements
  • A current Queensland Working with Children Check (Blue Card), or the ability to obtain one before undertaking regulated duties.

  • A satisfactory National Police Certificate and verification of qualifications and any relevant professional memberships or registrations.

  • A current C class driver's licence, the ability to travel locally when required, and unrestricted working rights in Australia.

Remuneration and conditions

An attractive remuneration package will be offered to the successful candidate, comprising a base salary and KPI-based bonuses subject to agreed performance measures, together with a vehicle. The position is permanent full-time and based in Moranbah. Accommodation is not provided.
