Job summary

Design & Build Recruitment is supporting a leading Australian infrastructure contractor in NSW to hire an experienced Submissions Manager. The role centers on securing work by delivering high‑quality tenders, EOIs and proposals across rail, transport and civil projects.

You will collaborate with senior leadership, estimating, commercial and delivery teams to coordinate content, manage submission programmes and ensure compliance and on‑time delivery.

Qualifications

• Experience delivering bids in construction, infrastructure or engineering.
• Experience as Submissions Manager, Bid Manager or similar.
• Strong written communication and document management skills.
• Ability to manage multiple stakeholders and priorities.

Responsibilities

• Manage end-to-end submissions across tenders, EOIs and proposals.
• Coordinate contributions from estimating, commercial, delivery and leadership.
• Manage submission programmes, timelines and compliance requirements.
• Review and improve bid content, presentations and supporting documentation.
• Maintain submission collateral, project experience records, CV libraries and templates.
• Support strategic pursuits and major opportunities across the wider pre-contracts function.

Our client is a well-established Australian infrastructure contractor with a strong reputation for delivering complex projects across the rail, transport and broader civil infrastructure sectors. With a growing portfolio of projects and a healthy pipeline of upcoming opportunities across NSW, the business continues to invest in its pre-contracts capability and is looking to appoint an experienced Submissions Manager.

Working closely with senior leadership, estimating and project delivery teams, this role will play a key part in securing future work through the preparation and delivery of high-quality tenders, EOIs and proposals. This is an excellent opportunity to join a respected contractor and contribute to the pursuit of major infrastructure projects across the state.

Key Responsibilities

• Manage the end-to-end submissions process across tenders, EOIs and proposals
• Develop clear, compelling and tailored submission content aligned to client requirements
• Coordinate contributions from estimating, commercial, delivery and leadership stakeholders
• Manage submission programmes, timelines and compliance requirements
• Review and improve bid content, presentations and supporting documentation
• Maintain submission collateral, project experience records, CV libraries and templates
• Support strategic pursuits and major opportunities across the wider pre-contracts function

About You

You will be an experienced submissions professional with a strong track record delivering successful bids within the construction, infrastructure or engineering sectors.

• Previous experience as a Submissions Manager, Bid Manager or similar
• Exposure to construction, civil infrastructure, engineering or rail projects
• Exceptional written communication and document management skills
• The ability to manage multiple stakeholders and competing priorities
• Strong attention to detail and a commercial understanding of the tender process
• A proactive, hands-on approach with the ability to take ownership of submissions from planning through to final delivery
