Delivery of a 150 MMSCFD raw gas gathering and compression facility gas processing facility and all associated storage tanks gathering lines and connecting pipelines to the existing gas network and export terminal.

Dubai UAE with occasional visits to the project site in Iraq

• Provide strategic leadership for project controls across FEED and Detail Engineering projects in the Oil & Gas sector.
• Develop implement and maintain robust project controls processes and systems to ensure accurate planning scheduling cost control and earned value management.
• Interface with multi-disciplinary teams and clients to establish baselines monitor performance and drive on-time on-budget project delivery.
• Mentor project control professionals improve forecasting accuracy and ensure compliance with corporate standards and regulatory requirements.

• Lead the development of project schedules (critical path method resource-loaded schedules) and cost forecasts; manage baseline establishment and change control.
• Implement and maintain cost accounting budgeting earned value management (EVM) trend analysis and risk registers.
• Monitor and report on scope schedule cost and risk performance; provide actionable insights to project leadership.
• Establish and maintain integrated master schedules (IMS) and work breakdown structures (WBS); coordinate with all EPC disciplines.
• Manage change control processes (ECP/MOC) interfaces and documentation control for project controls deliverables.
• Prepare and review dashboards progress reports cost reports and forecast-at-completion (FAC) analyses for stakeholders and clients.
• Conduct risk analyses (quantitative and qualitative) perform contingency planning and escalate critical issues.
• Ensure compliance with company standards codes and safety requirements; support internal and external audits.
• Lead the development of procedures for cost estimation procurement planning and schedule risk analysis.
• Mentor and develop junior project controls engineers; support staffing training and performance evaluations.
• Support procurement construction and commissioning activities with timely data and analyses.
• Stay current with advances in project controls tools and methodologies; recommend value-added solutions.

• 15 years of experience in FEED and Detail Engineering and EPCM experience in the Oil & Gas industry.
• Proven experience in oil & gas projects in the Middle East mandatory
• Extensive experience in gas processing facilities projects mandatory
• Experience with Tier-1 or Tier-2 Consultants (preferable managing consultants from the client side)

• Bachelors degree in Engineering (mechanical chemical electrical civil)
• Professional membership or relevant certifications (e.g. PMP PMI-SP) are a plus.
• Certification in project controls or earned value management is advantageous.

• Strong background in project controls scheduling cost control and earned value management.
• Proficiency with project management software (e.g. Primavera P6 MS Project) and cost management tools.
• Experience with integrated cost and schedule reporting change management and document control.
• Knowledge of procurement planning risk management and interface management.
• Familiarity with FEED and detail engineering deliverables and workflows.
• Ability to develop and maintain IMS WBS and baselines; conduct performance analysis and forecasting.
• Excellent analytical problem-solving and decision-making abilities.
