Job Purpose
To manage and coordinate all utility requirements and project interfaces, ensuring effective integration between infrastructure, utilities, design, construction, authorities, and external stakeholders to support timely and successful project delivery.
Key Responsibilities
- Manage and coordinate all utility-related requirements and interfaces across assigned projects.
- Develop and maintain utility strategies, interface management plans, registers, and coordination procedures.
- Coordinate requirements for power, water, wastewater, stormwater, telecommunications, district cooling, gas, and other utility services as applicable.
- Identify existing and proposed utility networks and assess potential conflicts, diversions, relocations, connections, and capacity requirements.
- Manage interfaces between infrastructure, buildings, utilities, public realm, and other project packages.
- Coordinate with utility providers, government authorities, consultants, contractors, and internal project teams to facilitate required approvals and connections.
- Develop and maintain an interface register, clearly identifying interface points, responsibilities, dependencies, risks, and required actions.
- Monitor utility applications, NOCs, permits, approvals, and connection requirements to ensure alignment with project schedules.
- Review utility designs, drawings, technical submissions, and coordination documentation for compliance with project and authority requirements.
- Lead utility and interface coordination meetings with consultants, contractors, authorities, and other relevant stakeholders.
- Identify potential interface conflicts and utility-related risks and ensure timely resolution and implementation of mitigation measures.
- Coordinate utility diversions, relocations, temporary services, and permanent connections in accordance with project requirements.
- Work closely with Project, Technical, Design, Construction, Stakeholder, and Authority Coordination teams to ensure integrated project delivery.
- Monitor interface activities against the project programme and elevate issues that may impact key milestones or construction progress.
- Maintain accurate records of utility requirements, approvals, correspondence, interface agreements, and outstanding actions.
- Provide regular reports to project leadership on utility status, interface risks, approvals, constraints, and key decisions required.
- Support testing, commissioning, energization, final connections, and handover of utility infrastructure and services.
Qualifications & Experience
- Bachelor’s degree in Civil, Electrical, Mechanical Engineering, or a related engineering discipline.
- Professional engineering or project management certification would be an advantage.
- Strong experience in utilities, infrastructure, and interface management within construction, real estate development, or major infrastructure projects.
- Demonstrated experience coordinating utility diversions, connections, approvals, and multidisciplinary project interfaces.
- Strong understanding of UAE utility authority requirements, infrastructure networks, and approval processes.
- Experience working with utility providers, government authorities, consultants, contractors, and multidisciplinary project teams.
