China Nuclear Industry 22nd Construction CO.,Ltd Dubai Branch (CNI22) is seeking aSenior Technical Manager to lead regional technical management across large-scale UAE projects. You will drive standards, reviews, and technical governance while guiding project teams and coordinating with clients, consultants and authorities.

The ideal candidate has a civil/construction engineering background with 8+ years in technical management, strong leadership, and fluency in English.

Qualifications

• Minimum 8 years of experience in construction technical management.
• Experience in large-scale residential, villa, high-rise, infrastructure, or integrated projects in the UAE preferred.
• Strong knowledge of construction technical management systems and the ability to review method statements and technical docs.
• Understanding of pre-construction, technical preparation, construction execution, quality control, and handover phases.
• Strong leadership and team management capabilities.
• Excellent written and spoken English for technical communications and meetings.

Responsibilities

• Take overall responsibility for regional technical management systems, procedures and standards.
• Provide technical management support and guidance to regional projects and coordinate major technical issue resolution.
• Organize and review major method statements, construction plans, proposals for feasibility and compliance.
• Participate in tendering and pre-construction planning activities, reviewing technical submissions.
• Promote standardization, method optimization and technical innovation to improve delivery quality.
• Conduct inspections, supervision and performance evaluations; identify risks and propose improvements.
• Resolve quality issues, incidents and claims with technical support for delivery and commercial management.
• Lead the regional technical team through coaching and professional development.
• Coordinate technical communication with clients, consultants, designers, authorities and stakeholders.
• Perform other technical management duties as assigned by the company.

Job description

Responsibilities

• Take overall responsibility for technical management at the regional company level including the establishment and continuous improvement of technical management systems, procedures, standards and workflows.
• Provide technical management support and guidance to projects within the region and coordinate the resolution of major technical issues and construction‑related challenges.
• Organize and review major method statements, construction plans, technical proposals and specialized construction method statements ensuring their technical feasibility and compliance.
• Participate in tendering and project pre‑construction planning activities including the review and guidance of technical proposals, technical submissions and related technical documentation.
• Promote technical standardization, construction method optimization and technical innovation to improve project delivery quality and construction efficiency.
• Conduct technical management inspections, supervision and performance evaluations across projects, identify potential technical risks and propose corrective and improvement measures.
• Participate in the technical analysis and resolution of major quality issues, technical incidents and engineering claims providing technical support for project delivery and commercial management.
• Lead the development of the regional technical team by providing guidance, coaching and professional development to project technical personnel.
• Coordinate technical communication with clients, consultants, designers, relevant authorities and other stakeholders.
• Perform other technical management duties as assigned by the company.

Qualifications

• Bachelor’s degree or above in Civil Engineering, Construction Engineering, Construction Management, or a related discipline.
• Minimum 8 years of experience in construction technical management.
• Proven experience in large‑scale residential, villa, high‑rise, infrastructure, or integrated construction projects.
• Strong knowledge of construction technical management systems, with the ability to independently review construction method statements, construction plans, technical proposals, and relevant engineering documentation.
• Good understanding of the entire project construction lifecycle, including pre‑construction planning, technical preparation, construction execution, quality control, and project completion and handover.
• Strong technical analysis, problem‑solving, and cross‑functional coordination skills, with the ability to effectively resolve complex construction‑related technical issues.
• Strong leadership and team management capabilities, with the ability to guide, mentor, and develop project technical teams.
• Good command of written and spoken English, with the ability to conduct technical communication, document reviews, and meetings in English.
• Familiarity with UAE construction standards, regulations, codes, and local engineering management requirements is preferred.
• Experience with major construction projects in the UAE is preferred.
• Relevant professional qualifications or internationally recognized engineering certifications will be an advantage.
• Strong sense of responsibility, organizational and coordination skills, and teamwork capabilities, with the ability to work effectively in a multi‑project and regional management environment.
