Parsons in Abu Dhabi, UAE is seeking an experienced Technical Lead to provide engineering leadership across a portfolio of wastewater network and pumping station projects. Based in the PMO, you will oversee design assurance, governance, and risk management through the project lifecycle.

You will lead multidisciplinary reviews, validate hydraulic modelling and regulatory compliance, and drive continuous improvement.

Qualifications

  • Bachelor's degree in Civil Engineering, Environmental Engineering, or a related discipline.
  • Minimum 20 years of experience delivering wastewater network and pumping station projects.
  • Significant experience with capital programmes or programme management.
  • Strong expertise in wastewater planning and network assessment.
  • Extensive knowledge of hydraulic modelling.
  • Technical experience with sewer and pumping station design.
  • Strong understanding of wastewater network operations.
  • Experience working within or alongside a Project Management Office.
  • Knowledge of project governance and stage-gate processes.
  • Understanding of portfolio reporting and risk management.

What You 'll Be Doing

Wastewater Engineering Leadership

The Technical Lead will provide senior engineering oversight across wastewater networks and associated pumping infrastructure. The role requires substantial technical knowledge of gravity sewers, rising mains, pumping stations, odour control, wastewater network operations, and asset management principles. A key responsibility will be ensuring that engineering solutions are technically robust and consistent with programme requirements. This includes challenging and validating technical assumptions, reviewing capacity and hydraulic considerations, and helping multidisciplinary teams resolve complex engineering issues.

PMO and Technical Governance

Working within the Project Management Office, the Technical Lead will strengthen technical governance across the project portfolio. Responsibilities will include maintaining design assurance processes, supporting stage-gate reviews, contributing to portfolio reporting, and ensuring technical risks are identified and appropriately managed.

The position will also contribute engineering insight to investment decisions, feasibility assessments, programme planning, and project prioritisation.

Stakeholder and Programme Interface
  • Act as a senior technical interface between the Client, PMO, operations, and asset management teams.
  • Coordinate technical matters with engineering consultants and contractors.
  • Engage with regulatory authorities on relevant technical and compliance requirements.
  • Influence multidisciplinary teams to resolve technical issues and maintain programme objectives.
  • Balance competing project priorities while maintaining appropriate engineering standards.
  • Support effective communication between project delivery and operational stakeholders.
Project Lifecycle and Asset Integration

Provide technical support through design, procurement, construction, commissioning, and handover.

The Technical Lead will review key engineering deliverables throughout these stages and help ensure completed infrastructure can be successfully integrated into the Client 's wastewater assets and operations.

Technical involvement will extend beyond individual design reviews to consider constructability, operational requirements, engineering consistency, asset performance, and long-term programme objectives.
