Qualifications

• Bachelor’s degree or higher in a related field; Master’s/MBA preferred.
• 8–12 years of relevant consulting, advisory, strategy, transformation, or performance management experience.
• Proven experience developing organizational or digital strategies and translating strategic direction into measurable execution plans.
• Strong experience designing Balanced Scorecards, KPI frameworks, performance dashboards, and governance mechanisms.
• Experience in benefits realization, value measurement, stakeholder engagement, and innovation management.
• Demonstrated ability to facilitate workshops and engage effectively with executives and senior stakeholders.
• Experience with government/public-sector entities and excellence award initiatives is highly preferred.

Responsibilities

• Refresh Digital Strategy aligned with DCD Corporate Strategy and Abu Dhabi Government Digital Strategy.
• Translate objectives into a practical Balanced Scorecard with governance and reporting.
• Develop and refine strategic and operational KPIs, including baselines and targets.
• Establish a Benefits Realization Framework with ownership and timelines.
• Create Stakeholder Engagement and Partnership Framework and plan stakeholder sessions.
• Develop a Digital Innovation Framework, including governance and an improvement roadmap.
• Prepare ADAEP evidence, deliverables, and executive-facing outputs.

Role Overview

We are seeking an experienced Strategy & Performance Management Consultant to support the delivery of key action plans associated with the Abu Dhabi Excellence Award for Government Performance (ADAEP) through the end of November. The consultant will work closely with senior leadership and key stakeholders to strengthen strategic planning, performance measurement, innovation management, benefits realization, and stakeholder engagement capabilities.

The successful candidate will bring strong expertise in digital strategy, organizational transformation, innovation, and performance management, with the ability to independently develop and facilitate strategic frameworks, management tools, workshops, and high-quality executive deliverables within a challenging timeline.

Key Responsibilities

Digital Strategy Refresh

• Review and assess the current Digital Strategy and related strategic materials.
• Refresh the Digital Strategy in alignment with the approved DCD Corporate Strategy and Abu Dhabi Government Digital Strategy.
• Define strategic themes, objectives, priorities, initiatives, and measurable outcomes.
• Ensure clear alignment between business objectives, digital initiatives, and expected value.

Balanced Scorecard Development

• Translate strategic objectives into a practical Balanced Scorecard.
• Define strategic themes, objectives, measures, targets, initiatives, and ownership.
• Establish governance and reporting mechanisms to monitor strategy execution.

KPI Framework and Performance Management

• Develop and refine strategic and operational KPIs.
• Document KPI definitions, calculation methodologies, baselines, targets, ownership, data sources, and reporting frequency.
• Establish KPI governance, accountability, validation, and performance review mechanisms.

Benefits Realization Framework

• Establish a KPI and Benefits Realization Framework to measure strategic outcomes and business value.
• Define benefit profiles, measurement approaches, ownership, dependencies, and realization timelines.Develop monitoring and reporting mechanisms for benefits realization.

Stakeholder Engagement and Partnership Framework

• Develop a structured Stakeholder Engagement and Partnership Framework.
• Identify stakeholder groups, engagement approaches, communication mechanisms, roles, and governance.
• Support stakeholder consultations, alignment sessions, and partnership planning.

Digital Innovation Framework

• Establish a Digital Innovation Framework, including governance, processes, roles, and performance measures.
• Conduct an innovation maturity assessment and identify capability gaps.
• Develop an actionable innovation roadmap and improvement plan.

ADAEP Support and Documentation

• Plan and facilitate strategy workshops and stakeholder engagement sessions.
• Prepare executive presentations, reports, frameworks, templates, and supporting documentation.
• Compile and structure required ADAEP evidence and deliverables.
• Ensure all outputs meet expected quality standards and agreed submission timelines.

Required Qualifications and Experience

• Bachelor's degree in Business Administration, Strategy, Public Administration, Information Technology, Engineering, or a related field; a Master's degree or MBA is preferred.
• Minimum 8 to 12 years of relevant consulting, advisory, strategy, transformation, or performance management experience.
• Proven experience developing organizational or digital strategies and translating strategic direction into measurable execution plans.
• Strong experience designing Balanced Scorecards, KPI frameworks, performance dashboards, and governance mechanisms.
• Experience in benefits realization, value measurement, stakeholder engagement, and innovation management.

• Familiarity with Abu Dhabi Government strategies, performance frameworks, and excellence models is an advantage.
