Job summary

STAR SERVICES LLC. is seeking an experienced Talent Acquisition professional to lead end-to-end recruitment, partner with hiring managers, and manage multi-channel sourcing across UAE and Oman markets.

You will screen candidates, coordinate technical interviews, and oversee offers within established salary bands while ensuring compliance with UAE/Oman Labour Law and HR policies. Prior Oracle HRMS experience is preferred, with strong Excel reporting skills and emphasis on Emiratization.

Qualifications

• Bachelor’s degree in HR, Business Administration or related field.
• 3–5 years of experience in Talent Acquisition / Recruitment.
• Experience in infrastructure, rail, aviation or large-scale projects is preferred.
• Strong experience with HRMS/Recruitment platforms; Oracle experience is preferred.
• Excellent MS Excel and reporting skills.
• Knowledge of UAE Oman Labour Law.
• Strong sourcing, stakeholder management and candidate assessment skills.
• Arabic language skills are preferred.
• CIPD or equivalent HR certification is an advantage.

Responsibilities

• Manage end-to-end recruitment lifecycle from requisition to onboarding.
• Partner with hiring managers to understand workforce requirements.
• Source candidates through LinkedIn, portals, agencies, referrals and career fairs.
• Conduct initial screening and coordinate technical/panel interviews.
• Maintain candidate records and recruitment pipeline in Oracle/HRMS systems.
• Prepare and coordinate offers within approved salary bands and grading structures.
• Support Emiratization and Omanization recruitment objectives.
• Manage recruitment agencies and talent pipeline partnerships.
• Ensure compliance with UAE/Oman Labour Law and HR policies.
• Coordinate reference checks, medical fitness and visa processing.
• Prepare recruitment reports and metrics including Time-to-Hire, Cost-per-Hire and Source Effectiveness.
• Support employer branding, career fairs and university engagement.
• Coordinate onboarding logistics and induction activities.
