Job summary

Parsons in Abu Dhabi, UAE is seeking an experienced Technical Lead to provide engineering leadership across a portfolio of wastewater network and pumping station projects. Based in the PMO, you will oversee design assurance, governance, and risk management through the project lifecycle.

You will lead multidisciplinary reviews, validate hydraulic modelling and regulatory compliance, and drive continuous improvement.

Qualifications

Bachelor's degree in Civil Engineering, Environmental Engineering, or a related discipline.
Minimum 20 years of experience delivering wastewater network and pumping station projects.
Significant experience with capital programmes or programme management.
Strong expertise in wastewater planning and network assessment.
Extensive knowledge of hydraulic modelling.
Technical experience with sewer and pumping station design.
Strong understanding of wastewater network operations.
Experience working within or alongside a Project Management Office.
Knowledge of project governance and stage-gate processes.
Understanding of portfolio reporting and risk management.
Sound technical knowledge of gravity sewers and rising mains.
Knowledge of pumping station engineering and odour control.
Understanding of asset management principles and relevant engineering standards.
Excellent leadership, stakeholder management, communication, analytical, and organisational skills.
Ability to influence multidisciplinary teams and manage competing priorities.
Commitment to health, safety, quality, environmental compliance, and continuous improvement.

Responsibilities

Lead technical delivery and engineering governance for wastewater network and pumping station projects within the PMO.
Develop and maintain technical standards, governance frameworks, and design assurance processes.
Ensure technical activities comply with applicable stage-gate requirements and established engineering practices.
Provide technical input to programme planning, business cases, feasibility studies, investment proposals, and portfolio prioritisation.
Lead multidisciplinary technical reviews throughout the project lifecycle.
Review and validate engineering designs, hydraulic modelling, capacity assessments, constructability, and regulatory compliance.
Identify and manage technical risks across the capital programme.
Monitor technical programme performance and support continuous improvement initiatives.
Provide oversight of wastewater planning, hydraulic modelling, network assessments, and engineering standards.
Promote technical consistency across individual projects and the wider programme.
