Job summary

Black & Grey HR Consultancy FZE in Dubai seeks a Tendering & Estimation Manager to lead the tendering function for a major construction client. You will analyze project requirements, assess risks, and prepare competitive, well-structured bids to maximize win probability.

You will lead the Tender Department, mentor estimators and quantity surveyors, coordinate with contracts and cost control, and drive cost optimization and compliant pricing throughout the bidding process.

Qualifications

• Bachelor’s Degree in Civil Engineering with relevant certifications.
• 15+ years in construction/engineering with tendering and estimation.
• Experience leading estimation or tendering teams.
• Strong knowledge of cost estimation, contract documentation, and risk assessment.
• Proficiency in MS Office and estimation software (RAI or equivalent).
• Excellent analytical, negotiation, and communication skills under pressure.

Responsibilities

• Lead tender department to ensure bids are competitive and profitable.
• Oversee preparation and submission of pre-qualification documents.
• Provide technical guidance on estimation and quantity surveying matters.
• Review project documents to identify risks and ensure cost provisions.
• Coordinate with Contracts Dept to ensure fair contractual terms.
• Engage with subcontractors and suppliers for accurate pricing.
• Prepare final pricing with markups and risk considerations for approval.
• Compile tender submissions and participate in negotiations with clients.
