Job summary

The Roads and Transport Authority seeks an experienced data governance leader to oversee the Licensing Agency’s data-driven transformation. You will lead advanced data modeling, system design, and analytical tasks to ensure compliant, high-quality data operations across licensing platforms.

Responsibilities include governance, monitoring data hub maturity, and coordinating internal and external data sharing in line with RTA standards. Office-based role in Dubai with cross-team collaboration.

Qualifications

• Bachelor’s or Master’s degree in information systems, data management, or related field.
• 6+ years of experience with a Master’s degree; 8+ years with a Bachelor’s degree.

Responsibilities

• Oversee and lead the Licensing Agency’s transformation into a data-driven entity.
• Monitor digital maturity of the data hub and develop improvement plans.
• Oversee data governance and management strategies, policies, and procedures in alignment with RTA standards.
• Prepare studies, technical specifications, and benchmark data for licensing systems.
• Implement and maintain data-governance frameworks and guidelines.
• Oversee data quality and maturity; supervise the data classification registry.
• Manage internal and external data sharing per RTA mandates.
• Lead development and update of integrated databases for licensing-system services.
• Plan, design, develop, implement, operate, and maintain licensing systems and workflows.
• Deliver trainings to stakeholders on data management best practices.

Oversee and execute data-governance, data-quality, and data-management activities, leading the Licensing Agency’s data-driven transformation while performing advanced data modeling, system design, and analytical tasks to ensure high-quality, compliant, and future-ready data operations

Roles and Responsibilities

• Oversee, support, and lead the Licensing Agency’s transformation into a data-driven entity.
• Monitor digital maturity of the data hub and develop required improvement plans.
• Oversee data governance and management strategies, policies, and procedures in alignment with RTA standards.
• Prepare studies, research, technical specifications, and benchmark comparisons to support development and maintenance of licensing systems and data capabilities.

Operations

• Implement and maintain data-governance frameworks and guidelines at the Licensing Agency.
• Oversee data quality and maturity and supervise the Licensing Agency’s data classification registry.
• Oversee and manage internal and external data sharing as per RTA data-sharing mandates.
• Lead development and update of integrated databases for licensing-system services and ensure outputs comply with approved policies.
• Oversee planning and execution of preventive and corrective maintenance procedures for licensing systems, including required system tests.
• Manage, monitor, and review system-access powers granted to internal and external entities.
• Ensure effective integration of licensing systems with internal and external platforms.
• Coordinate updates and development of licensing-system infrastructure, monitor performance, and review system structure and architecture with the Institutional Technical Support Services Sector.
• Maintain records of database subversions and database upgrade requirements.

Product / Process Improvement

• Review and approve data definitions and entity relationship diagrams, initial and physical database designs.
• Approve data samples for audit or UAT purposes and design data models required for reporting and dashboards.
• Recommend improvements to data quality, governance practices, system performance, and data integration processes.
• Guide enhancement of licensing-system architecture, infrastructure, and data structures to support future developments.
• Deliver trainings to stakeholders on data management for best practices, policies, tools, and procedures.
• Plan, design, develop, implement, operate, and maintain licensing systems and data workflows to ensure efficient and effective operation.

Physical Working Conditions

• Office-based role with occasional coordination and review meetings.

Job Qualifications & Requirements

• Bachelor’s degree / Master's degree in information systems, Data Management, Computer Engineering, Information Security
• 6+ years in case of Master's degree (8+ years in case of Bachelor's degree)
