Roads and Transport Authority in Dubai seeks a senior strategist to lead legislation and procedures for vehicle licensing and registration. You will drive regulatory compliance, coordinate with authorities, and oversee service improvements to strengthen licensing governance.

Lead development of legislation, procedures and controls for vehicle licensing and registration with competent authorities, ensuring regulatory compliance, and accurate traffic data. Drive resolution of complaints, violations, and audit points to strengthen licensing processes and results.
Develop legislation and laws regulating vehicle licensing activities and registration, ensuring regulations reflect emerging variables and developments in the Emirate and align with the agency’s strategy. Lead management and development of vehicle licensing service procedures with competent authorities, aligning processes with strategic objectives, regulatory requirements and customer-service expectations. Review and manage agreements and performance appraisal standards with trusted agents and licensing entities, ensuring compliance with applicable regulations and approved service levels. Design and refine procedures for vehicle recall campaigns in coordination with internal and external entities, ensuring effective execution and coverage of affected vehicle owners. Prepare and develop public policy, in alignment with internal policies, agency strategy and international leading practices. Advice and support management with strategic tasks and priority projects.
Oversee follow-up of registration and licensing processes across the Emirate to ensure consistent application of approved laws, legislation, policies and procedures. Review licensing and registration processes and transaction data to confirm correctness and full compliance with adopted laws, legislation, policies and procedures. Coordinate with judicial, traffic and security authorities on establishing, lifting and cancelling judicial restrictions on traffic files in line with approved rules and decisions. Monitor coordination with traffic departments in various emirates on vehicle licensing matters to align procedures and resolve cross-emirate operational issues. Conduct workshops with concerned stakeholders to strengthen licensing processes and results.
Manage and update vehicle licensing procedures documented in the traffic system so that process steps remain current and aligned with approved frameworks. Monitor vehicle data and information recorded in the traffic system, identify gaps and drive procedural changes to improve data accuracy and integrity. Guide the study of complaints, requests, suggestions and observations received through official channels on vehicle registration within stipulated periods and formulate appropriate solutions. Lead closure of audit points related to licensing transactions and violations, coordinating with concerned authorities to implement corrective and preventive actions. Study, recommend and implement service improvements for enhanced governance and decision making. Draft and review reports on vehicle licensing project and program performance, risks and progress to senior management and senior stakeholders through structured presentations and periodic reports. Develop process and procedures required to implement legislative changes and policies.
