Job summary

Human Resources Department of Ras Al Khaimah Government is seeking a senior leader to oversee the real estate licensing regulatory framework, drive digital transformation, and ensure compliant, auditable processes across developers, brokers and licensed professionals.

The role requires 9-12 years in regulatory operations with at least 3 years in a supervisory capacity; strong stakeholder coordination, and proven impact on governance, risk management and performance metrics.

Qualifications

• 9-12 years of experience including 3 supervisory years in Real estate licensing and regulatory operations.
• Stakeholder coordination across multiple entities.
• Team supervision and operational control.
• Proficiency in English is advantageous.

Responsibilities

• Own the real estate licensing regulatory framework - designing workflows, approval controls and business rules that ensure consistency and full auditability.
• Oversee the complete licensing and registration lifecycle for developers, brokers, licensed professionals and escrow account trustees.
• Decide on complex, high-risk and exceptional cases with evidence-based, legally defensible judgement.
• Lead the automation, digital transformation and data governance of licensing services.
• Monitor compliance of licensed entities, analyse violations and risk indicators, and coordinate corrective action.
• Build the KPIs and dashboards that give leadership visibility on licensing activity, compliance and operational risk.
• Lead the section team and manage its strategy, budget and policies.

Education

Bachelor's Degree in Business Administration; Law; Real Estate or related field

ROLE REQUIREMENTS

EDUCATION
