Job summary

TalentsTide is seeking a Data Management Section Manager in Dubai to lead data governance, analytics, and infrastructure initiatives. You will establish data management frameworks, ensure data quality and security, and deliver data-driven insights to support strategic decisions.

Expect to lead multidisciplinary teams, develop central databases, and collaborate with government entities and partners to advance data maturity and governance across the organization.

Qualifications

• Bachelor's degree or higher in data-related field.
• 7+ years of experience in data management, analytics, governance or related areas.
• Strong experience in developing data strategies, frameworks, policies and governance models.
• Demonstrated leadership of multidisciplinary teams and high-impact data initiatives.

Responsibilities

• Develop and implement the section's annual operational plan, KPIs, and budget requirements.
• Establish and maintain data management policies, procedures, standards, and governance frameworks.
• Design and enhance data infrastructure to support analysis, reporting and decision-making.
• Develop methodologies for data collection, validation, analysis, management and archiving.
• Oversee institutional and sector-level data collection and analysis activities.
• Lead the development of a central database covering strategic and sector data.
• Ensure data quality, accuracy, security and confidentiality.
• Monitor data systems and recommend improvements to databases, software, hardware and storage.
• Evaluate data maturity and develop improvement plans aligned with objectives.
• Identify and implement emerging technologies and modern data analytics solutions.
• Review data visualizations, technical documentation, dashboards and reports.
• Collaborate with government entities, technology partners and internal stakeholders.
• Provide data-driven recommendations to senior management.
• Lead, develop and evaluate the performance of the data management team.
• Contribute to innovation and strategic transformation initiatives.

Requirements

• Strong experience in developing data strategies, frameworks, policies, and governance models.
• Demonstrated experience leading multidisciplinary teams and high-impact data initiatives.
• Strong strategic planning, stakeholder management, and project execution capabilities.
• Ability to translate complex data into actionable insights and recommendations.
• Knowledge of emerging data technologies, analytics tools, data security, and infrastructure.
• Strong understanding of government or large institutional data management environments is an advantage.
