Hill International (Middle East) Limited in Abu Dhabi seeks a Managing Surveyor to oversee cost management, payments, variations, claims and final accounts across multiple infrastructure packages.

You will lead the quantity surveying team, review budgets and forecasts, and coordinate with consultants and contractors to resolve commercial issues within the PMC framework. A strong background in FIDIC contracts and BOQ methodologies is required.

Qualifikationen

• Bachelor’s degree in quantity surveying, commercial management, civil engineering or related discipline.
• Chartered membership of RICS or equivalent qualification preferred.
• Strong understanding of FIDIC-based contracts and cost benchmarking.
• Thorough knowledge of measurement methods, bills of quantities and cost estimating.
• Knowledge of budget management, cash-flow forecasting and contingency management.
• Understanding of commercial implications of design changes and package interfaces.
• Clear understanding of PMC responsibilities, delegated authority and client approvals.

Aufgaben

• Manage the quantity surveying team with accurate assessments and timely deliverables.
• Oversee budgets, cash-flow forecasts and anticipated final costs, identifying overruns.
• Review cost estimates, bills of quantities and tender documents for scope alignment.
• Support commercial tender evaluations, bidder clarifications and procurement recommendations.
• Review contractor and consultant payment applications and provide substantiated recommendations.
• Assess variations, including scope, quantities, rates, and budget implications.
• Prepare cost estimates for various project elements.
• Review the commercial aspects of claims in coordination with contracts, planning and delivery teams.
• Monitor cost implications of design changes, ground conditions, and interfaces between packages.
• Maintain consolidated payment, variation, claim and commercial risk registers.
• Prepare commercial reports highlighting budget performance and forecast final costs.
• Coordinate with Modon, consultants and contractors to resolve issues and duplicate payments.
• Support commercial negotiations, final-account reconciliation and contract closeout.
• Ensure commercial activities comply with contracts and client approval procedures.
