Role Context

The Senior Quantity Surveyor - Commercial Controls will oversee high-value commercial activities throughout the construction lifecycle. The role requires detailed evaluation of completed work, contractor and consultant payment applications, cost movements, variations, claims, proposed rates, and contractual correspondence. The successful professional will guide quantity surveying staff, coordinate with the supervision team, and provide dependable advice on entitlement, valuation, commercial exposure, and contract compliance. Strong knowledge of FIDIC, CESMM, infrastructure measurement, and prime contract administration will support accurate decision-making and successful project closeout.

Key Responsibilities
  • Manage formal contractual and commercial correspondence with clients, contractors, consultants, and project stakeholders.
  • Review interim and final measurements for roads, structures, utilities, drainage, and associated infrastructure works.
  • Verify measured quantities against approved drawings, BOQs, inspection records, and actual site progress.
  • Review contractor and consultant interim and final payment applications.
  • Prepare or validate payment certificates before recommendation for approval.
  • Maintain accurate payment logs, variation registers, claims registers, and commercial trackers.
  • Review BOQ recapitulations and confirm the accuracy of quantity and value summaries.
  • Examine monthly financial reports and identify changes in commitments, liabilities, forecasts, and cost exposure.
  • Prepare, review, and assess variation submissions and proposed new rates.
  • Evaluate Change Orders and Variation Orders for contractual entitlement, valuation accuracy, and supporting evidence.
  • Review claims for additional payment, delay, disruption, and changes in project scope.
  • Analyze claim entitlement, causation, records, and financial impact.
  • Draft and review contractual notices, letters, responses, and commercial recommendations.
  • Coordinate with engineers and the supervision team when preparing replies to claims and contractual matters.
  • Guide quantity surveyors on measurement standards, valuation procedures, and documentation requirements.
  • Support budgeting, cost planning, forecasting, and cost-control activities.
  • Monitor anticipated final cost and highlight emerging commercial risks to project leadership.
  • Review tender documents, commercial schedules, tender comparisons, and tender reports.
  • Assess proposed rates using contract provisions, resource build-ups, quotations, and current market information.
  • Participate in negotiations concerning disputed quantities, rates, variations, and claims.
  • Maintain complete and auditable commercial records for approvals, reviews, and dispute assessments.
  • Support preparation, negotiation, and settlement of final accounts.
  • Ensure commercial documentation is properly organized for audit and project closeout.
  • Provide senior advice on contractual interpretation, payment matters, and commercial strategy.
  • Allocate responsibilities to quantity surveying staff and monitor the completion of assigned tasks.
  • Coordinate commercial priorities with client representatives, contractors, consultants, and project managers.
Ideal Profile
  • Bachelor's or master's degree in Quantity Surveying, Civil Engineering, Construction Management, or a related discipline.
  • Professional membership of the Royal Institution of Chartered Surveyors as MRICS is required.
  • Minimum 15 years of experience in quantity surveying, commercial management, or contract administration.
  • Extensive experience administering prime contracts for major roads and large infrastructure projects.
  • Strong working knowledge of FIDIC, CESMM, and recognized infrastructure measurement standards.
  • Proven experience reviewing interim valuations, final measurements, variations, claims, and payment certificates.
  • Ability to interpret BOQs, engineering drawings, project specifications, and contractual documents.
  • Demonstrated ability to perform in a management capacity and guide quantity surveying teams.
  • Previous experience working for a consultancy, supervision consultant, or PMC organization is preferred.
  • Relevant professional experience in Dubai is strongly desirable.
  • UAE client approvals will be advantageous.
  • Working knowledge of software commonly used for contract administration and commercial reporting.
  • Excellent written and spoken English communication skills.
  • Strong negotiation, interpersonal, analytical, and decision-making abilities.
