Job description

General Objective

Enhance the readiness of the organization to meet government excellence standards and requirements for institutional and individual excellence. Provide technical support and consultancy to various organizational units to enable them to achieve the highest levels of compliance with local and international standards.

Propose appropriate mechanisms to support a culture of excellence and continuous improvement, contributing to achieving the strategic objectives of the organization and the aspirations of the Dubai Government in institutional leadership.

Main Tasks and Responsibilities

• Propose strategic and operational goals and work plans for all department projects/initiatives and monitor their implementation phases with the relevant departments/organizational units according to directives issued by the direct supervisor.
• Actively participate in planning and proposing mechanisms to achieve the requirements of the institutional and individual excellence model in all its dimensions and criteria, such as EFQM, Dubai Government Excellence Model, and benchmark it against the best global and local practices.
• Monitor the achievement of all requirements related to the integrated management system for managing suggestions, complaints, and feedback from the organization’s employees and clients, and develop it, including evaluation and follow-up mechanisms.
• Propose and follow up on the application of administrative systems and quality specifications (ISO) in specialized work areas, and provide technical support for the application of administrative systems in the organization’s work areas.
• Review and analyze non-conformance cases resulting from the application of quality management systems, and provide specialized technical support for taking appropriate corrective actions to achieve compliance and continuous improvement.
• Review internal and external audit reports within the scope of the job specialization, and follow up on closure procedures, and submit periodic reports to management to ensure compliance with closing all gaps related to this matter.
• Propose and follow up on the implementation of a comprehensive annual plan for the organization’s participation in local, regional, and global excellence awards, ensuring its governance in a way that supports sustainable winning and enhances the competitiveness and position of the organization.
• Design and develop exploratory studies and periodic surveys to measure employee and client satisfaction in coordination with the relevant organizational units, analyze results, and propose improvement initiatives and follow up on their implementation.
• Design and participate in the implementation of workshops and specialized training programs in institutional excellence and leadership, to spread and enhance a culture of excellence and innovation among employees.
• Propose and design incentive systems to honor achievers and innovators, enhancing a work environment that encourages institutional excellence and measuring its impact continuously.
• Design and develop a unified methodology for forming and following up on the performance of work teams and committees, ensuring their compliance with institutional procedures and achieving their objectives efficiently and effectively.
• Propose benchmark comparisons with local and global institutions, and work on best practices to develop the performance of organizational units in the organization.
• Review the feedback reports from excellence programs, and from opinion polls and propose improvement plans to close gaps and continuously raise institutional performance.
• Design and participate in the implementation of the phases related to the internal award to enhance job excellence in line with the categories of Dubai Excellence Awards, encouraging exceptional performance and motivating employees and raising the readiness level for participation in external awards.
• Review the best outstanding institutional practices within the organization, and propose practical mechanisms to ensure knowledge exchange and enhance sustainable institutional learning.
• Actively participate in building and updating a database of outstanding practices within the organization and documenting it, and publishing it in an organized manner to enhance institutional learning.
• Propose initiatives and developmental ideas that enhance the application of best outstanding institutional practices within the organization and according to the best practices locally and globally.
• Provide workshops and specialized lectures in the field of work aimed at transferring specialized knowledge to the relevant parties in the management and the organization.
• Propose mechanisms aimed at enhancing various communication channels with strategic partners related to the work of the department and propose mechanisms that ensure the continuous enhancement of these channels.
• Represent the management/department in various work teams and internal and external committees related to the scope of the job according to the assignment issued by the direct supervisor.
• Continuous follow-up and keeping abreast of developments in the specialized work field related to excellence and operations, and evaluating proposals to develop work procedures according to best practices.

Qualifications and Years of Experience

A- Basic

• - Bachelor’s degree in Industrial Engineering/ Administrative Sciences or any related disciplines.
• - (9) years of experience for bachelor’s degree holders or equivalent/ (6) for master’s degree/ (3) for doctorate in similar fields of work.
