Senior HSE Lead — Power & Desalination Projects

Job summary

PeopleStrong in Dubai seeks an experienced HSE Lead to ensure alignment of HSSE goals with project objectives and regulatory requirements for power/desalination/O&G construction.

You will monitor compliance with local, national, and international standards, lead incident investigations, develop risk mitigation strategies, and deliver HSE training for personnel and contractors. GCC and PV project experience are highly preferred.

Qualifications

• Bachelor’s degree in a technical field or Occupational Health and Safety
• NEBOSH International Diploma in Occupational Health & Safety or equivalent certification
• ≥ 10 years in power/desalination plant, O&G construction
• GCC experience is required
• PV project experience is preferable

Responsibilities

• Ensure alignment of HSSE goals with project objectives and regulatory requirements
• Monitor and enforce compliance with local, national, and international HSE regulations and standards
• Collaborate with regulatory authorities to ensure project adherence to all safety and environmental requirements
• Develop and implement strategies to mitigate identified risks
• Lead investigations into HSE incidents, accidents, and near misses
• Identify root causes, recommend corrective actions, and ensure lessons learned are applied to prevent recurrence
• Develop and implement HSE training programs for project personnel, contractors, and subcontractors
• Promote a strong safety culture and awareness throughout the project. Establish emergency response plans and procedures for potential incidents
• Conduct drills and simulations to test the effectiveness of emergency response measures. Conduct regular site inspections and audits to verify compliance with safety procedures and regulations
