Senior HSE Engineer - Fire Protection in Dubai, United Arab Emirates is a senior Oil and Energy engineering role focused on HSE engineering, fire protection design, safety studies, detailed engineering, technical specifications, vendor review, and multidisciplinary coordination for offshore and onshore oil and gas projects. This position is ideal for an experienced engineer with strong fire protection and safety engineering knowledge who can support complex project deliverables, guide less experienced engineers, and ensure compliance with project specifications, design codes, standards, and customer requirements.
Role Context
The Senior HSE Engineer - Fire Protection will perform conceptual, FEED, studies, and detailed engineering activities related to HSE and fire protection systems. The role requires strong technical capability in design basis development, firewater demand calculations, PIPENET or equivalent hydraulic calculations, safety equipment layouts, fire and gas inputs, P and ID markups, safety studies, HAZID, HAZOP, vendor data review, procurement support, and engineering deliverable checks. The successful candidate will work closely with lead engineers, project engineering managers, engineering disciplines, procurement, fabrication, marine, vendors, subcontractors, customers, and third‑party agencies to support safe and compliant project execution.
Key Responsibilities
- Perform conceptual, FEED, study, and detailed HSE engineering analyses and design activities according to project design basis, specifications, codes, and standards.
- Support or lead small project engineering teams as Lead Engineer when assigned.
- Apply HSE engineering knowledge to standard and nonstandard technical situations across oil and gas project execution.
- Prepare detailed design calculations, technical analyses, design reports, procedures, philosophies, and engineering documentation.
- Manage assigned work activities to meet agreed project deadlines, budgets, and short‑term execution plans.
- Communicate complex technical issues clearly to project teams, customers, vendors, and internal stakeholders.
- Review project scope of work, specifications, schedules, and inter‑discipline requirements to identify concerns early and support practical resolution.
- Identify scope changes and raise change notifications with supporting documentation, estimates, and technical justification.
- Support variation order preparation by providing engineering input, estimates, and supporting technical details.
- Interface with other engineering disciplines to obtain required inputs for HSE and fire protection designs and drawings.
- Coordinate with engineering, planning, fabrication, marine, procurement, safety, document control, and project management teams as required.
- Assist in preparing bid proposal estimates, technical query reviews, execution statements, and manhour estimates.
- Prepare discipline engineering design basis documents, HSE philosophies, fire protection philosophies, and technical specifications.
- Finalize deliverable lists and engineering deliverables while ensuring compliance with project specifications and functional integrity requirements.
- Attend project review meetings, vendor meetings, engineering meetings, safety workshops, and offshore site surveys when required.
- Provide technical direction and review support to designers working on fire protection and safety engineering deliverables.
- Prepare and review design reports, procedures, technical notes, calculations, specifications, and discipline documentation.
- Provide design inputs to other disciplines to support their engineering deliverables.
- Assist procurement teams in procuring HSE and fire protection equipment, materials, and services.
- Prepare and review requisitions, technical quotations, technical queries, bid tabulations, recommendations, purchase requisitions, and vendor document follow‑up.
- Review vendor and subcontractor submittals for compliance with project specifications and provide technical comments.
- Update weight reports based on vendor information and discipline inputs.
- Check engineering work performed by others and complete single discipline checks and inter‑discipline checks.
- Keep the Lead Engineer and Project Engineering Manager informed of technical, budget, schedule, and manpower concerns.
- Provide inputs for actual, planned, and forecast progress reports, including productivity and deliverable status.
- Review final subcontractor and vendor data manuals to confirm all required information has been received, reviewed, and approved.
- Participate in internal, customer, and third‑party technical audits related to engineering deliverables and vendor documentation.
- Support responses to customers, certifying authorities, auditors, and third‑party agencies during review and approval cycles.
- Capture lessons learned and enter them into McDermott systems according to project requirements.
- Guide less experienced engineers on discipline procedures, standards, worksheets, design calculations, software, requisitions, technical bid evaluations, and technical queries.
- Prepare and review HSE and fire protection philosophies for assigned projects.
- Prepare safety study scopes of work, specifications, requisitions, technical bid evaluations, and purchase requisitions.
- Prepare and review safety equipment lists, firefighting equipment specifications, firefighting data sheets, lifesaving equipment specifications, personnel safety equipment specifications, safety sign specifications, and safety sign data sheets.
- Prepare and review firewater demand reports and hydraulic calculation reports using PIPENET or equivalent software.
- Prepare, review, and provide inputs to P and ID markups for firewater ring main systems and deluge systems.
- Provide design details for interconnections with hose reels, monitors, hydrants, deluge valves, and deluge nozzles.
- Prepare and review escape route layouts, safety equipment layouts, safety sign layouts, fire protection layouts, fire and gas detector layouts, and fire and gas cause and effects matrices.
- Review third‑party safety study reports for compliance with project specifications and technical requirements.
- Participate in and support safety workshops such as HAZID and HAZOP, including coordination with safety study consultants.
- Assist the Lead Engineer in coordinating safety study close‑outs and preparing safety study close‑out reports.
- Review fire protection and safety vendor data and relevant inputs from other engineering disciplines.
- Prepare and review technical notes on passive fire protection rating requirements based on safety study recommendations.
- Prepare and review safety study action monitoring systems and SEAMS registers.
- Provide and review safety inputs for operations manuals.
Ideal Profile
- Bachelor's degree or master's degree in Engineering.
- 8-15 years of oil and gas experience with a major contractor or consultant.
- Strong background in detailed design for oil and gas, offshore, marine, fabrication, or energy projects.
- Experience in HSE engineering, fire protection engineering, safety engineering, or fire and gas system design.
- Preferably registered as a Professional Engineer or member of a relevant professional engineering society where applicable.
- Strong working knowledge of design techniques, analysis methods, engineering standards, codes, guidelines, and project specifications.
- Practical experience preparing HSE philosophies, fire protection philosophies, safety study inputs, firewater calculations, equipment specifications, and design reports.
- Experience with PIPENET or equivalent firewater hydraulic calculation software is preferred.
- Strong understanding of P and ID markups, deluge systems, firewater ring mains, hose reels, hydrants, monitors, deluge valves, and fire and gas layouts.
- Ability to review vendor documents, subcontractor submittals, technical quotations, requisitions, bid evaluations, and purchase requisitions.
- Experience participating in HAZID, HAZOP, safety reviews, technical audits, design reviews, and safety study close‑out activities.
- Strong coordination skills with the ability to work with multiple engineering disciplines, procurement, fabrication, marine, document control, vendors, subcontractors, customers, and third‑party agencies.
- Ability to guide less experienced engineers and provide technical direction on HSE and fire protection engineering deliverables.
- Strong written and verbal communication skills with the ability to explain complex engineering issues clearly.
- Strong problem‑solving ability with attention to safety, constructability, technical compliance, schedule, budget, and project quality.
