Job summary

Decima International seeks an accomplished Tender Manager to lead tendering and procurement for large-scale EPC packages in Dubai. The role requires steering bid strategy, documentation, contractor engagement, and commercial evaluation in line with FIDIC principles and project objectives.

The ideal candidate will have 15+ years in tender/procurement, with data center or mission-critical project experience and strong leadership, negotiation, and stakeholder management skills.

Qualifications

• 15+ years of experience in tender management, procurement management, contracts management, or EPC procurement on large-scale projects.
• Proven experience leading at least 3 large-format EPC procurements for data center or similar projects.
• Strong knowledge of FIDIC contracts, procurement governance, and commercial evaluation.

Responsibilities

• Lead the full tender lifecycle for large-scale EPC packages from planning through award.
• Develop and manage tender strategies, procurement plans, schedules, bidder lists, and evaluation criteria.
• Coordinate with multidisciplinary teams to ensure complete, clear tender documents aligned with objectives.
• Prepare and manage tender documentation, including instructions to tenderers, pricing schedules, and evaluation templates.
• Lead pre-tender meetings, clarification processes, site visits, bidder communications, and addenda.
• Ensure fair, transparent, compliant tender processes with proper documentation.
• Manage technical and commercial evaluations with discipline leads and client stakeholders.
• Review proposals, exclusions, assumptions, pricing structures, and contract deviations.
• Lead negotiations and alignment sessions with bidders; prepare evaluation reports and award recommendations.
