Role Context
The Senior Civil Engineer – Freight Facilities will manage site supervision activities for a freight facilities project in Ruwais, ensuring civil works, utility interfaces, inspections, testing, surveying, and authority requirements are properly coordinated. The role requires practical leadership of inspectors, careful review of contractor submissions, strong documentation discipline, and active field presence. By maintaining clear communication between the supervision team, contractor, Resident Engineer, utility providers, and relevant authorities, the position supports safe, compliant, and timely delivery of transportation infrastructure.
Key Responsibilities
- Manage the site supervision team for the freight facilities project, including daily coordination, task allocation, technical guidance, and performance monitoring.
- Review inspectors’ daily reports to confirm accuracy, completeness, technical clarity, and compliance with project standards.
- Prepare the Engineer’s Daily Diary summarizing site activities, construction progress, observations, issues, and key project events.
- Review contractor inspection requests, surveying requests, testing requests, and related reports for conformance with specifications and quality requirements.
- Review and approve contractor shop drawings, materials, construction methods, and technical submissions as delegated by the Resident Engineer.
- Monitor and verify contractor survey activities, including setting‑out works, layout checks, alignment accuracy, and field measurement control.
- Prepare meeting minutes, technical correspondence, site notes, and formal communication as required by the Resident Engineer.
- Coordinate with contractor supervisory staff on work sequence, construction methodology, inspection planning, and schedule compliance.
- Monitor construction progress against the contractor’s approved baseline program and highlight delays, quality issues, or coordination risks.
- Conduct continuous field inspections of work in progress and provide technical input to the Resident Engineer and contractor teams.
- Prepare written and verbal reports covering technical, contractual, procedural, and site‑related matters.
- Review and verify as‑built drawings in coordination with inspectors, surveyors, contractors, and documentation teams.
- Ensure all site activities are executed according to approved drawings, project specifications, quality procedures, and HSE standards.
- Identify non‑conformances, initiate corrective actions, and follow up with contractors until closure is achieved.
- Support the Resident Engineer in reviewing progress reports, technical submittals, project documentation, inspection records, and contractor deliverables.
- Maintain effective coordination between the supervision team and contractor to resolve site‑related issues efficiently.
- Liaise and coordinate with relevant authorities for inspections, NOCs, compliance comments, and technical approvals.
- Review authority‑related drawings and confirm compliance with the latest standards, specifications, and approval requirements.
- Follow up authority inspection requests and help resolve comments, non‑compliance issues, or documentation gaps.
- Ensure timely submission and approval of NOCs required for construction, testing, commissioning, and final handover.
- Coordinate with utility service providers for connection works, diversions, protection of existing services, and utility interface management.
- Attend authority meetings and provide technical input to support the Resident Engineer during coordination and progress discussions.
- Maintain records of authority communications, approvals, correspondence, inspection outcomes, and handover documentation.
Ideal Profile
- Bachelor’s degree in Civil Engineering or a related discipline from a recognized institution.
- Minimum 8 years of experience in rail, metro, freight facilities, transportation infrastructure, or major infrastructure projects.
- Proven experience in site supervision and management of inspection teams.
- Demonstrated expertise in utilities, civil works construction, infrastructure interfaces, and contractor coordination.
- Strong knowledge of construction specifications, standards, quality control procedures, and site supervision requirements.
- Experience with authority coordination and compliance in infrastructure projects.
- Proficiency in reviewing and approving technical submittals, shop drawings, materials, methods, inspection records, and as‑built documentation.
- Competent in HSE standards, site safety protocols, and safe construction supervision practices.
- Experience on freight rail facilities, rail logistics, or transportation infrastructure projects is preferred.
- Familiarity with surveying, setting‑out works, construction layout verification, and field measurement checks.
- Knowledge of utility service coordination, diversions, protection works, and existing service interfaces.
- Experience with project management software and digital documentation systems is preferred.
- Professional certification in Civil Engineering or Project Management would be an advantage.
- Previous experience in the Middle East or similar regulatory environments is preferred.
- Strong stakeholder management, coordination, reporting, and communication skills.
