Job summary

AECOM in Dubai, United Arab Emirates, seeks a detail-oriented Manager – Bids to lead end-to-end bid management, proposal development, and RFP processes across the Middle East civil infrastructure sector.

You will coordinate cross-functional teams, mentor junior staff, and ensure timely, compliant bids while negotiating terms with clients and sub‑consultants to drive high‑value opportunities.

Qualifications

• Minimum 10 years in bid management, proposal development, or related roles.
• Proven expertise in managing complex tenders and RFP processes.
• Strong analytical & problem-solving skills with attention to detail.
• Experience with budget analysis and financial modeling.

Responsibilities

• Manages the end-to-end bid process from identification to award.
• Leads the development of technical and commercial proposals for the Middle East Civil Infrastructure business.
• Leads bid development, including pricing, benchmarking and commercial leadership of the pursuit.
• Develops winning pursuit strategies with senior leadership and ensures all elements are included.
• Prepares reports and presentations for internal and external use.
• Delivers proposals within deadlines and mentors junior staff.
