Job summary

Parsons is seeking a highly experienced Quantity Surveyor (Roads and Infrastructure) to join our team in the United Arab Emirates. You will estimate costs and manage budgets across roads, infrastructure, and landscaping projects, monitor progress, and ensure work is delivered to the highest standards within budget.

Strong familiarity with CESMME, FIDIC, AutoCAD, and DMCS is required. You will review claims, prepare submittals, manage post-contract QS tasks, and advise on contractual matters.

Qualifications

• Bachelor degree in civil engineering or quantity surveying.
• Minimum 8 years of quantity surveying experience on roads and maintenance works.
• Strong knowledge of CESMME and FIDIC contracts.
• Ability to perform standard estimating activities in engineering projects.
• Solid understanding of construction contract documents and drawings.
• Familiarity with project controls software and DMCS.

Responsibilities

• Estimate costs and manage project budgets for roads, infrastructure, and landscaping.
• Monitor progress, ensure work is high quality and within budget.
• Review claims and prepare submittals; audit contractor invoices and KPI submittals.
• Maintain asset control records and handle variation orders.
• Manage post-contract QS tasks: payments, variations, correspondence, cash flows, claims.
• Advise on contractual matters and ensure requirements are complete and valid.
• Advise on contractor resource allocation and perform remeasurement work.
• Audit payments to contractors and ensure timely valuations.
• Prepare variations and day-works; monitor final cost estimates.
• Maintain expenditure records and assist in monthly financial statements.
• Review, negotiate and prepare claim settlements; coordinate team activities.

Job Description:

Quantity Surveyor Parsons is looking for an amazingly talented Quantity Surveyor (Roads and Infrastructure) to join our team! In this role you will get to estimate costs and managing the budget of the Roads, infrastructure and landscaping projects.

What You'll Be Doing:

• Estimating costs and managing the projects' budgets.
• Working out the initial projects' cost and monitoring progress to ensure that the work is completed to a high standard and within budget.
• Reviewing claims and preparing the proper submittals.
• Reviewing the monthly invoices of the contractor's KPI and preparing the proper submittals.
• Keeping an up-to-date assets' control records.
• Handling the related Variation Orders activities.
• To handle all post-contract QS functions such as handling of interim and final payments, variations, commercial and contractual correspondence, cash flows, claims etc.
• Advise on contractual matters.
• Ensure completeness and validity of contractual requirements.
• Advice on Contractor's resource allocation.
• Carry/verify remeasurement works
• Audit payments to Contractors.
• Ensure prompt submittal and completeness of valuations.
• Check and record measure of work done.
• Prepare variations and day-works.
• Monitor contracts final cost estimate.
• Maintain expenditure records.
• Review, negotiate and prepare claim settlements.
• Coordinate and monitor activities of his team.
• Prepare financial statements for monthly report.

What Required Skills You'll Bring:

• Bachelor Degree in Civil Engineering or Quantity Surveying
• Minimum of 8 years of experience in Quantity surveying and contract administration of roads and maintenance works.
• Must have thorough knowledge of CESMME and FIDIC.
• Ability to perform standard estimating activities typical to the engineering and construction industry is required.
• Must have a clear understanding of, and ability to work with, construction contract commercial documents, drawings and specifications.
• A familiarity with typical project controls software and DMCS (Document and Materials Control System).
• AutoCAD and Microsoft Office/Excel experience required.
• UAE/GCC experience
