Job summary

Khazna Data Centers is seeking a QHSE Specialist to lead site-level implementation, maintenance and continual improvement of Quality, Health, Safety and Environmental programmes across a data centre campus. The role ensures QHSE requirements are embedded into daily operations, maintenance and projects, with audits, risk assessments, PTW verification and CAPA management at the core.

Job description

Khazna was founded in 2012 and has grown rapidly into becoming the leading and trusted wholesale Data Center provider in the Middle East and North Africa region. Through our Data Centers, we provide industry benchmark levels of power supply and cooling services to better serve the growing need for data center operations in the UAE and wider region.

We are seeking a QHSE Specialist leads site-level implementation, maintenance and continual improvement of Quality, Health, Safety and Environmental (QHSE) programmes across an assigned data centre campus of up to 200 MW. The role ensures QHSE requirements are embedded into daily operations, maintenance, engineering activities, project interfaces, contractor works and customer-facing requirements in line with applicable legislation, regulatory obligations, international standards, customer commitments and corporate policies.

The role conducts practical site-level technical assurance through inspections, audits, risk assessments, permit-to-work verification, incident and non-conformance management, corrective and preventive action tracking, performance monitoring, coaching and stakeholder engagement. It monitors control effectiveness, verifies compliance, coordinates improvement actions and escalates significant risks to maintain a safe, compliant, reliable and environmentally responsible critical infrastructure environment.

Key Accountabilities:

  • QHSE Site Implementation & Assurance: Act as campus QHSE representative; implement and improve policies, standards, procedures and controls; embed QHSE into operations, maintenance, engineering, projects, contractors and customer activities; promote culture through inspections, coaching and awareness; and ensure alignment with ISO 9001/14001/45001 and site systems.
  • Quality Management & Process Assurance: Conduct QMS and process assurance through inspections, checks, document reviews and audits; identify gaps, deviations, NCRs and recurring issues; track and verify CAPA; maintain audit readiness; coordinate customer/certification audit inputs, lessons learned and standardisation.
  • Health, Safety & Operational Risk: Identify, assess and control H&S risks across operations, maintenance, engineering, contractors and projects; review RAMS, MOPs, PTW and safe systems; inspect plant, electrical, generator, chiller, battery, rooftop, loading, workshop and contractor areas; monitor high-risk work including electrical, lifting, height, confined space, hot works, hazardous substances, pressure systems and isolations; coach teams and stop work where required.
  • Incident, Near Miss & Non-Conformance: Coordinate reporting, RCA and close-out of incidents, near misses, unsafe observations, environmental events, NCRs and deviations; track CAPA, verify effectiveness, elevate overdue or ineffective actions, communicate lessons learned and retain evidence.
  • Environmental Management & Sustainability: Ensure legal, permit, corporate and ISO 14001 compliance; monitor waste, hazardous waste, spills, chemicals, emissions, discharge, noise, housekeeping and pollution prevention; conduct inspections, follow up actions, drive efficiency, waste reduction and energy awareness; and maintain records for reporting, audits and reviews.
  • Contractor QHSE Assurance: Review contractor documents, mobilisation, inductions, risk controls and compliance; verify RAMS, permits, access controls and safe systems; inspect activities, track findings, provide data, trends and recommendations, and elevate serious or repeated non‑compliance.
  • Operational Readiness, Projects & Change: Assure projects, commissioning, readiness, HOTO and change; review procedures, EOPs, MOPs and risk assessments; coordinate MOC controls, document updates, training and post‑implementation checks; and advise on shutdowns, energisation, critical maintenance and high‑risk testing affecting safety, compliance, reliability or continuity.
  • Emergency Preparedness & Resilience: Coordinate drills, inspections, scenarios, emergency arrangements and post‑exercise actions; participate in response and reviews; identify risks, gaps and lessons learned; and integrate QHSE into emergency and continuity planning with Operations, Security, Engineering and responders.
  • Training, Awareness & Competency: Identify needs from activities, risks, legal duties, incidents, audits and system requirements; deliver inductions, toolbox talks, campaigns, briefings and focused training; verify completion, evidence and communications.
  • Policies, Systems, Procedures & Records: Ensure compliance with approved policies, procedures, SOPs, work instructions and system requirements; improve controls, forms, registers and reporting; update documents and maintain registers, trackers, records, CAPA logs and retention evidence.
  • Reporting, Performance & Improvement: Report inspections, incidents, observations, audits, CAPA, environmental data, training and trends; analyse issues, risks, gaps and improvements; update management and stakeholders; coordinate customer, regulatory, insurer and certification reporting; implement lessons learned and undertake related duties.

Minimum Qualifications:

Bachelor’s degree in safety management, Engineering, Environmental Science, Quality Management, Occupational Health and Safety, or a related discipline is preferred. Recognised OHS/QHSE certification, such as NEBOSH General Certificate, IOSH Managing Safely, OSHA equivalent or other international qualification, is required or strongly preferred. Working knowledge of ISO 9001, ISO 14001 and ISO 45001 is required. ISO internal‑auditor/awareness training and technical training in PTW, incident investigation, risk assessment, environmental management, fire safety, first aid, work at height, confined space, electrical safety or contractor safety are desirable.

Minimum 5+ years’ QHSE experience, preferably in the GCC, supporting mission‑critical facilities, data centres, utilities, construction, commissioning, engineering, industrial operations, oil and gas, manufacturing, aviation or other high‑risk environments. Practical experience in inspections, audits, risk assessments, incident investigations, environmental checks, contractor reviews and CAPA follow‑up is required. Experience supporting ISO 9001/14001/45001 systems, audit readiness, surveillance audits, document control, NCR management and continual improvement is required. Experience with operations, engineering, maintenance, contractors, project teams and external stakeholders in live environments is required; data centre, critical infrastructure, commissioning, construction‑to‑operations or HOTO experience is desirable.

Strong knowledge of QHSE law, standards, codes and best practice for data centres and high‑risk work. Understands critical‑infrastructure risks including electrical systems, generators, fuel, chilled water, batteries, fire/life safety, lifting, work at height, confined spaces, hot works, hazardous substances, waste and contractors. Able to review RAMS, PTW, MOPs, safe systems, emergency arrangements and controls; conduct evidence‑based inspections/audits; manage incident/RCA/CAPA effectiveness; analyse QHSE data/trends; use QHSE platforms, inspection tools, dashboards, DMS, CAPA systems and Microsoft Office; communicate, organise, influence, intervene, stop work and elevate.
