The ideal candidate will have 8+ years in power generation project delivery, GCC experience, and a PM role with direct ownership.

Qualifications

• Bachelor's Degree in Engineering is mandatory.
• 8+ years of relevant experience in power generation/project delivery.
• Must have held a Project Manager or equivalent leadership role with 1–2 years of direct ownership.
• Strong experience delivering large-scale CCGT power projects in the GCC.
• GCC power generation project experience is mandatory.
• Experience with EPC Contractor environments and IPP/IWPP/Project Company exposure is advantageous.

Terracotta Outsourcing is currently recruiting on behalf of a leading power and utilities organization in Abu Dhabi for an experienced Project Manager – Power Generation / CCGT to support the development and delivery of major power generation projects across the GCC.

The Profile We’re Looking For

This position requires more than general energy or engineering experience. We are specifically looking for a hands-on Power Generation Project Manager who has directly managed the construction and delivery of major CCGT projects within the GCC.

Contract: Minimum 1 year, with potential for extension

Work Environment: Primarily HQ-based with frequent travel to sites in Abu Dhabi in remote locations

Key Responsibilities

• Manage the development and execution of approximately 2-3 power generation projects simultaneously, ensuring delivery against approved scope, schedule, budget, quality, and HSE requirements
• Oversee the performance of Project Companies and EPC Contractors throughout the project construction and delivery phases
• Monitor project schedules, milestones, CAPEX/OPEX, expenditure, forecasts, risks, and deviations against approved project plans
• Review project progress reports and identify potential schedule, cost, technical, contractual, and delivery risks
• Coordinate with Technical teams to manage significant technical deviations and ensure timely resolution
• Work closely with Asset Management and Project Companies to address project deviations and challenges affecting EPC execution
• Monitor contractual and commercial matters, including claims, Variation Orders, Extensions of Time, Force Majeure events, and other project delivery issues
• Support the assessment of project economics, cash flows, sensitivities, and alternative execution scenarios where required
• Maintain close coordination with O&M teams to ensure appropriate transition from construction into operations
• Ensure project delivery complies with applicable HSE standards, contractual requirements, SLAs, and regulatory requirements
• Support Business Development during bidding and development phases by providing project delivery and execution input
• Maintain strong working relationships with EPC contractors, Project Companies, equipment suppliers, offtakers, consultants, and other strategic stakeholders
• Identify opportunities to optimize project cost, schedule, resources, and overall delivery performance
• Conduct regular site visits and provide hands‑on project management support where required
• Capture and share project management best practices and lessons learned across the wider project portfolio

Qualifications & Experience

• Bachelor's Degree in Engineering – mandatory
• Minimum 8+ years of relevant experience within power generation/project delivery, with significant project management responsibility
• Must have held an actual Project Manager or equivalent project leadership position, with at least 1-2 years of direct project management ownership
• Strong experience delivering large-scale Combined Cycle Gas Turbine (CCGT/CCPP) power generation projects – mandatory
• Experience with CCGT projects of approximately 500 MW or larger is strongly preferred
• GCC power generation project experience – mandatory
• Demonstrated project construction and delivery experience within an EPC Contractor environment
• Strong experience or exposure within an IPP/IWPP or Project Company environment
• Strong understanding of PPP project structures and the relationships between developers, Project Companies, EPC Contractors, offtakers, and other stakeholders
• Experience managing projects during the construction/execution phase, rather than exclusively engineering, design, or project controls
• Strong understanding of project schedules, budgets, CAPEX/OPEX, HSE, risk, technical deviations, claims, and contractor performance
• Exposure to Variation Orders, Extension of Time (EOT), Force Majeure, and project claims is highly advantageous
• Experience coordinating with technical, commercial, Asset Management, O&M, and business teams
• Strong written and verbal English communication skills
• Willingness to undertake project/site travel across the GCC as required

Preferred Experience

• 10+ years of project management experience across major power generation projects
• Master's Degree in Engineering, Project Management, or a related discipline
• Dual experience working on both the EPC Contractor and IPP/IWPP/Project Company sides
• Previous project experience in the UAE and Saudi Arabia
• Strong knowledge of major Middle East power generation EPC contractors, equipment suppliers, Project Companies, and offtakers
• Experience managing several projects or workstreams concurrently within a regional power generation portfolio
