Job summary

JLL is seeking an experienced Project Manager to oversee construction execution for a mixed-use development in Dubai. The role requires coordinating residential, commercial, retail and hospitality components while ensuring on-time delivery, budget adherence and quality compliance with Dubai Municipality regulations.

The ideal candidate holds a civil/constructon management degree, 5–8 years of PM experience on large schemes, and a valid UAE driving license.

Qualifications

• Bachelor's degree in Civil Engineering, Construction Management, or related field.
• 5–8 years of construction project management experience, with at least 5 years on large-scale mixed-use developments.
• Experience delivering projects valued at AED 500M+ in the UAE or GCC region.
• Proven track record coordinating multi-discipline developments including residential, retail and hospitality components.
• Valid UAE driving licence.

Responsibilities

• Manage day-to-day construction operations across all phases from mobilization through handover.
• Develop and maintain detailed project schedules and coordinate with stakeholders to meet milestones.
• Establish project governance structures and reporting aligned with client requirements.
• Serve as primary contact between client, consultants, contractors and subcontractors.
• Administer construction contracts in line with FIDIC or equivalent frameworks.
• Coordinate with main contractors and subcontractors across multiple building types.
• Facilitate regular progress meetings and maintain clear communication channels.
• Enforce quality control and conduct site inspections to verify compliance.
• Identify project risks and develop mitigation strategies.
• Monitor site health and safety to meet Dubai Municipality and client standards.

Position Overview

The Project Manager will oversee all aspects of construction execution for a mixed-use development project in Dubai, ensuring delivery on time, within budget, and to the required quality standards. This role requires comprehensive coordination of multiple disciplines including residential, commercial, retail, and hospitality components while maintaining compliance with Dubai Municipality regulations and international best practices.

Key Responsibilities

• Manage day-to-day construction operations across all phases from mobilization through handover


• Develop and maintain detailed project schedules using appropriate construction management software, coordinating with all stakeholders to ensure milestone achievement


• Establish project governance structures and reporting protocols aligned with client requirements and organizational standards


• Serve as primary point of contact between the client, consultants, contractors, and subcontractors


• Administer construction contracts in accordance with FIDIC or other applicable contract frameworks


• Coordinate with main contractors and specialty subcontractors across multiple building types and systems


• Facilitate regular progress meetings and maintain clear communication channels with all project participants


• Enforce quality control procedures and conduct regular site inspections to verify compliance with approved drawings, specifications, and building codes


• Identify potential project risks and develop mitigation strategies


• Monitor site health and safety compliance, ensuring contractor adherence to Dubai Municipality and client safety standards

Required Skills and Experience

• Bachelor's degree in Civil Engineering, Construction Management, or related field


• Minimum 5-8 years of construction project management experience with at least 5 years on large-scale mixed-use developments


• Demonstrated experience managing projects valued at AED 500M+ in the UAE or GCC region


• Proven track record delivering complex multi-discipline projects involving coordination of residential towers, retail podiums, and associated infrastructure


• Valid UAE driving license

Desired Skills and Competencies

• Professional certifications such as PMP, RICS, or equivalent are highly preferred


• Comprehensive understanding of construction methodologies, building systems, and sequencing for mixed-use developments


• Proficiency in construction management software including Primavera P6, MS Project, and cost control systems


• Strong knowledge of Dubai Municipality regulations, UAE building codes, and international standards


• Excellent problem-solving skills with capacity to make solid decisions under pressure


• Outstanding communication skills in English; Arabic language proficiency is advantageous
