Job summary

World Food Programme seeks a senior CBT IDM specialist to lead identity management and cash-based transfers in Gaza. You will guide a 4‑person team, coordinate with CO/HQ and partners, and ensure efficient IDM lifecycle management from registration to distribution.

You will leverage SQL/Tableau for analytics, advance SCOPE/MDP adoption, and align with regulatory requirements while maintaining humanitarian principles and data protection.

Qualifications

• First degree / advanced university degree in a relevant area (e.g., Economics, Business Administration, Computer Science, Data Analytics, Technology, Statistics).
• Minimum 3 years of relevant postgraduate professional experience in public or private sector.
• Experience in CBT/IDM, operations data analytics, design and implementation.
• Experience in data analysis and visualization using SQL and Tableau.
• Experience with WFP systems such as SRA, DAT, PIT, and SCOPE is a strong asset.

Responsibilities

• Contribute to the Gaza CBT IDM function and oversee IDM operations.
• Supervise a team of 4 staff and ensure effective planning and delivery of identity management solutions and cash-based transfers.
• Oversee end-to-end CBT IDM cycle across all Gaza programmes (MPCA, CfW, CfP) and guide activity leads on process design and improvements.
• Manage timely IDM operations: registration, data update, verification, enrollment, distribution, and reconciliation; monitor anomalies.
• Coordinate with FSPs on KYC requirements and regulatory developments affecting beneficiary access to assistance.

What will you do in this position

The Gaza Strip presents a unique operating environment for WFP characterized by large-scale population movements extreme security and access constraints unpredictability and complex partner-led operations WFP s focus is currently on maintaining emergency operations and capacities in parallel to scaling diverse programmes and adapting relevant corporate processes solutions and capacities Since October 2023 WFP has rolled out custom digital IDM solutions such as the self-registration tool SRA the verification portal data assurance tool DAT and payment instrument tracking tool PIT and adopted corporate solutions SCOPE for CBT The office is currently planning the transition towards corporately endorsed systems such as MDP and SCOPE In-Kind WFP Gaza is implementing cash-based assistance as part of emergency and recovery activities through digital e-wallet payments including Multi-Purpose Cash Assistance MPCA Cash for Prevention and Cash for Work As markets are progressively operating cash assistance has become the most adequate transfer modality and the office is scaling up its CBT assistance across all components

How can you make a difference

Under the direct supervision of the Deputy Head of Programme Gaza in close technical coordination with the Identity Management and Cash-Based Transfer teams in Country Office Jerusalem and under the overall responsibility of the Gaza Head of Office the job holder will have the following responsibilities

• Contribute to the Gaza CBT IDM function


• supervising a team of 4 staff


• Ensure effective planning prioritization delivery of identity management solutions and cash-based transfers


• Oversee the end-to-end CBT IDM cycle across all programmes in Gaza including MPCA CfW and CfP and provide guidance to activity leads on process design continuous improvement and oversight of monthly operations


• Manage smooth and timely delivery of IDM operations in Gaza including but not limited to registration data update verification beneficiary selection enrollment distribution or payment list creation assistance transfers and distribution reconciliation and anomaly detection


• Engage on CBT IDM with other UN and NGOs that provide cash assistance in Gaza to strengthen coordination identify operational challenges and coordinate on Building Blocks list uploads


• Represent WFP in the Gaza Cash Working Group CWG ensuring effective information flow between national-level discussions and operational realities on the ground


• Provide regular updates analysis and recommendations on CBT IDM to CO


• Drive the adaptation and improvement of cash programming in response to evolving operational conditions including changes in the banking environment regulations and FSP arrangements in coordination with activity leads and the Head of Programme


• Liaise with FSPs on KYC requirements and regulatory developments in Gaza that may affect beneficiary access to assistance


• Oversee use of all CBT IDM technology solutions for the Gaza operation SRA Verification DAT NEST PIT SCOPE MDP effectively prioritizing new features and maintenance needs in close collaboration with CO colleagues


• In close coordination with the activity leads ensure timely delivery of CBT digital payments for MPCA C4P and cash for work that are conducted through SCOPE ensure coordination with the Financial Service Provider and relevant entities for timely delivery of cash assistance


• Ensure regular timely and in-depth analytics and reporting products are available to AO and CO stakeholders including hands-on independent work when required


• Proactively identify challenges related to CBT IDM processes and solutions conduct root causes analysis and independently define potential solutions and mechanisms to resolve issues


• Coordinate effectively across activity and functional units in the AO CO and HQ such as Programme AAP M amp E VAM TEC SCD


• Represent WFP in interagency collaboration and coordination on clearly defined CBT IDM projects such as assistance coordination Building Blocks


• Support the AO transition to corporate solutions MDP SCOPE as required collaborating closely with CO and HQ colleagues


• Build local capacities in CBT IDM areas supporting sustainable long-term capacity strengthening of team members

QUALIFICATIONS & EXPERIENCE REQUIRED

• EDUCATION: First Degree / Advanced University degree in a relevant area, such as Economics, Business Administration, Computer Science, Data Analytics, Technology, Statistics, etc.


• EXPERIENCE: Minimum 3 years of relevant postgraduate progressively responsible professional experience in the public or private sector demonstrating high performance


• Experience in CBT/IDM, in areas of operations, data analytics, design, and implementation


• Experience in data analysis and visualization using SQL and Tableau.


• Experience with WFP systems such as SRA, DAT, PIT, and SCOPE is considered a strong asset.


• Experience in field operations is considered a strong asset.

KNOWLEDGE & SKILLS

• Strong technical knowledge of CBT/IDM delivery cycle, including registration, data update, verification, enrollment, distribution list preparation, assistance tracking, and reconciliation.


• Demonstrated skills in using SQL and Tableau for data analysis.


• Strong analytical communication skills, with the ability to synthesize complex information into concise, decision-oriented products.


• Strong partnership and coordination skills, including experience engaging multi-TPM providers, humanitarian clusters/sectors, UN agencies, NGOs and other technical counterparts.


• Proficiency in data management and analytical tools; experience with geospatial analysis, dashboards, automation and WFP corporate systems such as COMET, SCOPE, MDP and SugarCRM is desirable.


• Sound understanding of humanitarian principles, data protection and responsible data management, particularly in relation to beneficiary data, targeting and digital identity management.


• Ability to operate effectively in a volatile, high-pressure and access-constrained environment, adapting analytical and monitoring approaches to changing operational conditions.

LANGUAGES

• Fluency in English is required.


• Working knowledge of Arabic will be considered a strong asset.
