Position Overview: Procurement Manager - PMV job in Dubai with Azizi Developments, responsible for strategic sourcing and lifecycle management of plant, machinery, and vehicle assets across large-scale construction and mixed‑use projects. This Dubai‑based role supports operational readiness, cost control, and timely project execution through effective PMV procurement and vendor management.

Key Responsibilities

• Develop and execute PMV procurement strategies aligned with project requirements and timelines.
• Manage procurement of heavy equipment, construction machinery, vehicles, tools, and lifting equipment.
• Evaluate buy versus lease options and recommend cost‑effective PMV solutions.
• Coordinate with planning and project teams on equipment mobilization and demobilization.
• Identify, pre‑qualify, and manage PMV suppliers, rental companies, and service providers.
• Lead RFQs and RFPs, conduct commercial evaluations, and manage high‑value negotiations.
• Finalize rental agreements, service contracts, AMCs, and insurance coverage.
• Monitor vendor performance, KPIs, and contractual compliance.
• Track PMV budgets, optimize CAPEX and OPEX, and support fleet utilization initiatives.
• Work with finance teams on cost forecasting, depreciation, and lifecycle costing.
• Ensure compliance with procurement policies, HSE standards, and regulatory requirements.
• Manage PMV documentation, certifications, inspections, and audit requirements.
• Prepare procurement dashboards, MIS reports, and management updates.
• Lead and mentor PMV procurement and expediting teams.
• Coordinate with projects, logistics, HSE, and finance stakeholders.
