Black Pearl Consult in Dubai seeks an experienced Procurement Lead - Infrastructure, Mining & Oil & Gas (Hindi Speaker) to drive end-to-end procurement for major African projects, leveraging an established supplier network and a strong commercial mindset.

Qualifications

8–10 years of procurement experience in infrastructure/mining/oil and gas projects.
Experience managing procurement for projects in African countries.
Strong sourcing, supplier evaluation, negotiation, and contract management.
Fluency in Hindi and English is essential.

Responsibilities

Lead end-to-end procurement activities from sourcing to supplier performance management.
Develop and implement procurement strategies aligned with budgets, timelines, and objectives.
Source and evaluate local and international suppliers, contractors, and service providers across infrastructure, mining, and oil & gas sectors.
Negotiate pricing, terms, and SLAs to achieve optimal commercial outcomes.
Manage procurement of construction materials, heavy equipment, machinery, spare parts, and project-related services.
Establish and maintain relationships with suppliers, manufacturers, distributors, and strategic partners across Africa.
Oversee RFQs, RFPs, tender evaluations, purchase orders, and contract documentation.
Monitor supplier performance, delivery timelines and quality standards.
