Job summary

Black Pearl Consult is seeking a Procurement Manager (UAE National) in Dubai to drive strategic procurement across large-scale projects and operations. You will lead sourcing, contract negotiations, and governance in EPC, utilities, infrastructure, or energy environments.

The role requires 8–15+ years in procurement with 2–4 years in management, UAE national status, and a strong track record in supplier performance and risk management.

Qualifications

• UAE National (Emirati) required.
• Bachelor's degree in Engineering, Supply Chain, Business Admin, or related field.
• 8–15+ years procurement experience with 2–4 years managerial experience.

Responsibilities

• Develop and implement procurement strategies aligned with business and project objectives.
• Lead end-to-end procurement cycle including sourcing, RFQs/RFPs, bid evaluation, negotiation, and contract award.
• Manage supplier prequalification, performance evaluation, and vendor relationship strategies.
• Negotiate commercial terms including pricing, delivery schedules, warranties, LDs, and risk allocation.
• Ensure compliance with procurement policies, governance frameworks, and UAE regulatory requirements.
• Oversee subcontract agreements, service contracts, and long-term supply arrangements.
• Identify cost-saving opportunities and optimize total cost of ownership.
• Collaborate closely with Engineering, Commercial, Finance, and Project teams.
• Monitor procurement KPIs, reporting, and performance metrics.
• Support tendering activities and provide commercial input during bid preparation.
