Job summary

Gardinia Contracting, the integrated construction arm supporting Azizi Developments in Dubai, seeks a Pre Contract Quantity Surveyor to manage quantity take-offs, BOQ preparation, tender documentation, and commercial analysis during pre-contract.

You will develop reliable project budgets using supplier pricing, subcontractor quotations, labour productivity, and historical rates, while contributing to value engineering and cost planning in a fast-paced environment.

Qualifications

• BE or BSc in Civil Engineering required.
• Minimum 10-15 years of pre-contract and post-contract experience.
• Strong experience in quantity take-offs and BOQ preparation.
• Ability to prepare BOQs per POMI guidelines.
• Experience in tendering, commercial analysis, cost planning, and value engineering.
• Understanding of labour productivity analysis and its application to budget costs.
• Ability to review contractual and technical documentation.
• Ability to read and interpret construction drawings and specs.

Responsibilities

• Review project drawings, specifications, and tender documentation.
• Prepare detailed quantity take-offs for construction packages.
• Develop Bills of Quantities in line with project requirements and POMI guidelines.
• Analyze drawings to identify discrepancies and cost implications.

Pre Contract Responsibilities

• Review architectural, structural, MEP, and other project drawings, specifications, and tender documentation.
• Prepare detailed quantity take-offs for relevant construction packages.
• Develop Bills of Quantities in accordance with project requirements and POMI guidelines.
• Analyze drawings to identify discrepancies, omissions, scope gaps, and potential cost implications.
• Prepare tender documents, pricing schedules, BOQs, and commercial enquiries.
• Issue and manage tender enquiries to subcontractors, suppliers, and specialist contractors.
• Coordinate commercial and technical clarifications throughout the tender period.
• Ensure BOQs, estimates, tender documents, and commercial submissions are completed accurately within agreed deadlines.

Tender and Commercial Analysis

• Obtain quotations from suppliers, subcontractors, and specialist contractors.
• Review quotations for commercial and technical compliance.
• Prepare detailed tender comparison statements.
• Evaluate commercial offers and provide recommendations based on the analysis.
• Review contractual requirements, specifications, preliminaries, exclusions, and commercial conditions.
• Prepare post-tender analytical reviews and value engineering proposals.
• Identify commercial risks and potential cost implications before contract award.

Cost Planning and Value Engineering

• Develop and maintain project cost plans as designs progress from initial information through subsequent revisions.
• Update estimates to reflect design development and revised project information.
• Monitor changes in scope and assess their cost impact during the pre-contract stage.
• Conduct value engineering exercises to identify potential savings without compromising specified quality or project requirements.
• Analyze labour productivity and incorporate the findings into budget costs.
• Use historical project information and benchmark rates to support cost planning.
• Monitor project stages to assess whether costs remain aligned with forecasts.

Commercial Reporting

• Prepare commercial reports required by the Commercial Department, including:
• Resource reports.
• Material wastage reports.
• Total man-hours reports.
• Cost and tender analysis reports.
• Commercial comparison information.
