Job summary

Roads and Transport Authority in the UAE is seeking a strategic HR and L&D professional to lead Emirati talent development. You will qualify and train Emirati competencies to support Emiratization goals, link performance outcomes with training, and monitor Individual Development Plans to close gaps between planned and actual development.

Qualifications

• Bachelor’s or Master’s degree in HR Management required or preferred.
• 3+ years with Master’s degree or 5+ years with Bachelor’s degree in HR/L&D suffices.
• HR/L&D certification preferred, SHRM certification advantageous.
• Expertise in assessment and talent pool development.
• Experience in national talent development initiatives and programs.
• Strong knowledge of governance, compliance, and organizational standards.
• Ability to design and implement effective learning strategies.
• Onboarding experience management and employee integration proficiency.
• ROI assessment for training and development initiatives.
• Experience in managing and evaluating training programs.
• Proficiency in presentation design and executive-level reporting.
• Instructional design and curriculum development expertise.
• Knowledge of strategic workforce intelligence and workforce planning.

Responsibilities

• Strategy: support policy development and Emirati competency training to support Emiratization and succession plans.
• Strategy: link performance outcomes with training and development aligned with national priorities.
• Strategy: monitor IDP usage and identify gaps between planned and actual development.
