Qualifications

Role Context

The Materials Engineer provides technical oversight of materials incorporated into an infrastructure project, creating a critical quality link between design requirements, procurement, testing laboratories, suppliers, contractors, and site supervision teams. The position focuses on confirming material suitability before and during construction so that roads and associated civil works achieve the specified performance, durability, and quality standards. Effective materials control also reduces defective work, prevents unsuitable products from entering permanent construction, and supports efficient project delivery.

Key Responsibilities
  • Monitor material-related construction activities and verify compliance with approved project requirements.
  • Review material submittals, technical data sheets, product certificates, samples, manufacturer information, and supporting documentation before recommending approval.
  • Confirm that proposed construction materials satisfy specifications, applicable standards, approved designs, and contractual criteria.
  • Evaluate laboratory and field test reports and determine whether results meet specified acceptance requirements.
  • Witness and monitor material sampling, testing, inspection, and verification activities at site and approved laboratories.
  • Inspect materials delivered to the project and compare them against approved submittals, samples, certificates, and specified requirements.
  • Coordinate material matters with contractors, testing laboratories, suppliers, Resident Engineer, QA/QC personnel, and site supervision teams.
  • Identify unsuitable, damaged, unapproved, or non-conforming materials and ensure they are properly reported and controlled.
  • Track corrective actions associated with material non-conformances through verification and satisfactory closure.
  • Maintain traceable records covering material submissions, approvals, inspections, test reports, certificates, samples, and non-conformance documentation.
  • Monitor testing frequency and sampling activities to ensure required quality control procedures are followed.
  • Provide technical input to the Resident Engineer on material selection, compliance concerns, test results, and proposed alternatives.
  • Support the QA/QC team in resolving material-related quality issues that could affect construction progress or finished asset performance.
  • Review technical information from suppliers and laboratories to identify discrepancies before materials are incorporated into permanent works.
  • Coordinate proactively with project stakeholders when test failures or material deficiencies require investigation, replacement, retesting, or corrective measures.
Ideal Profile
  • Bachelor 's degree in Civil Engineering, Materials Engineering, or a closely related engineering discipline.
  • Relevant professional experience involving infrastructure, roads, or major civil construction projects.
  • Practical understanding of construction materials and their application within road and infrastructure works.
  • Demonstrated experience reviewing material submittals, technical documentation, certificates, and product data.
  • Strong capability in interpreting laboratory and field testing results against project acceptance criteria.
  • Sound knowledge of QA/QC procedures, inspection processes, project specifications, and construction quality requirements.
  • Familiarity with material sampling, testing frequencies, inspection workflows, and non-conformance procedures.
  • UAE or wider GCC infrastructure project experience is preferred.
  • Able to coordinate effectively with contractors, suppliers, laboratories, consultants, and multidisciplinary engineering teams.
  • Strong technical judgment when assessing material suitability, failed test results, and corrective proposals.
  • Methodical approach to documentation and maintaining auditable quality records.
