Position Overview
The Manager – Technical Integrity Assurance in Abu Dhabi Emirate, United Arab Emirates is a senior Oil and Energy opportunity responsible for strengthening the technical integrity of plant and pipeline assets throughout their complete lifecycle. ADNOC Group is hiring an experienced integrity assurance leader to develop companywide standards, manage risk‑based assurance programmes, improve HSECES visibility, and establish a Centre of Excellence for technical integrity. The role combines asset integrity governance, process safety risk management, performance reporting, audit leadership, digital transformation, technical authority coordination, and team development.
Key Responsibilities
- Develop, maintain, and communicate the company Technical Integrity framework for plants, pipelines, and projects.
- Establish standards and procedures for Health, Safety and Environment Critical Equipment and Systems management.
- Ensure consistent application of As Low As Reasonably Practicable principles throughout the asset lifecycle.
- Strengthen implementation of the Technical Authority Framework across engineering, operations, maintenance, and projects.
- Develop practical tools, manuals, guidelines, and controls that support technical integrity assurance.
- Align company integrity practices with ADNOC requirements, international standards, and recognised industry codes.
- Maintain a companywide Centre of Excellence for asset technical integrity and process safety assurance.
- Review existing requirements regularly and update them to reflect operational learning, emerging risks, and industry developments.
- Develop and manage technical integrity improvement programmes for operating assets and capital projects.
- Coordinate implementation plans, ownership, milestones, and performance measures.
- Monitor programme delivery and intervene where progress falls behind approved targets.
- Review technical integrity events, failures, weaknesses, and recurring assurance findings.
- Lead structured assessments to determine root causes and wider organisational implications.
- Identify improvement priorities and ensure corrective and preventive actions are implemented on time.
- Verify that completed actions address underlying risks rather than only immediate symptoms.
- Share lessons learned across plants, pipelines, engineering teams, and project organisations.
- Develop an accurate and coherent reporting framework for asset technical integrity.
- Establish performance measures covering equipment condition, assurance activities, risk exposure, and action closeout.
- Lead development of an Integrity Status Reporting process providing current visibility of asset assurance status.
- Support the design, testing, implementation, maintenance, and improvement of integrity reporting tools.
- Ensure management receives reliable information to support prioritisation and investment decisions.
- Lead technical integrity studies, data reviews, and performance analyses.
- Prepare reports highlighting integrity status, emerging threats, significant gaps, and required remedial measures.
- Monitor trends across HSECES performance, audit findings, risk controls, and asset condition.
- Escalate material integrity concerns that may affect process safety, reliability, or production.
- Contribute to the corporate Asset Integrity and Process Safety risk register.
- Ensure technical integrity threats are identified, described, evaluated, and periodically reassessed.
- Verify that risk controls, owners, actions, and target completion dates are properly documented.
- Develop a comprehensive risk‑based technical assurance plan covering plants, pipelines, and projects.
- Coordinate Level2 and Level3 assurance audits with relevant stakeholders.
- Lead or support Level1 and Level2 Technical Integrity audits.
- Ensure audit scope and frequency reflect asset criticality, operating risk, performance history, and control effectiveness.
- Assess compliance with ADNOC standards, company procedures, engineering requirements, and approved risk controls.
- Track audit findings and ensure effective closure within agreed timelines.
- Validate evidence submitted for closing significant technical integrity gaps.
- Highlight repeated or systemic weaknesses requiring management intervention.
- Support Independent Verification Body programmes across all phases of the asset lifecycle.
- Coordinate verification activities during design, construction, commissioning, operation, modification, and decommissioning.
- Strengthen governance and performance assurance for Health, Safety and Environment Critical Equipment and Systems.
- Ensure critical equipment performance standards remain current, measurable, and suitable for operating conditions.
- Improve visibility of HSECES impairment, overdue assurance activities, and unresolved performance threats.
- Support the application of process safety studies and risk‑assessment methodologies.
- Review integrity implications arising from safety cases, COMAH reports, Bow Tie Assessments, and LOPA studies.
- Ensure ALARP demonstrations are technically robust and adequately documented.
- Support Reliability‑Based Inspection, Safety Integrity Level, and loss‑prevention activities.
- Coordinate technical integrity input into major hazard management and process safety improvement programmes.
- Promote timely action where critical barriers are unavailable, degraded, or ineffective.
- Identify digital technologies that can improve technical integrity visibility, availability, and performance.
- Evaluate applications of Machine Learning and Artificial Intelligence for integrity prediction and risk analysis.
- Support the use of Digital Twin technology for asset condition monitoring and lifecycle decision‑making.
- Explore Robotics and Drones for inspection, surveillance, and access to difficult operating areas.
- Develop a data analytics platform for technical integrity activities.
- Align digital solutions with the company’s digitalisation strategy and Oil and Gas4.0 objectives.
- Define data requirements, ownership, quality controls, reporting logic, and user access.
- Coordinate pilot projects and evaluate their technical, financial, and operational value.
- Ensure adopted technologies integrate effectively with existing asset‑management and engineering systems.
- Use SAP and related platforms to strengthen integrity planning, work tracking, and performance reporting.
- Establish effective networks of process owners, technical authorities, and subject matter experts.
- Create forums for reviewing integrity performance, technical challenges, emerging risks, and best practices.
- Encourage proactive ownership of asset integrity and process safety responsibilities.
- Benchmark company practices against world‑class operators and international standards.
- Identify gaps between current arrangements and leading industry practices.
- Provide expert advice, technical support, and training to operating sites and project teams.
- Act as an interface between assets, central technical functions, projects, and external assurance bodies.
- Promote consistent working methods and cross‑site learning.

Ideal Profile
- Bachelor’s degree in Engineering or an equivalent recognised qualification.
- Minimum 10 years of experience within a large oil and gas organisation.
- Experience should include operations, maintenance, asset integrity, technical integrity, or process safety assurance.
- At least 4 years of supervisory or management responsibility.
- Previous experience in gas processing facilities would be advantageous.
- Broad understanding of mechanical, electrical, instrumentation, process, civil, structural, pipeline, and control engineering disciplines.
- Strong knowledge of asset integrity management and process safety risk frameworks.
- Practical understanding of HSECES management and performance assurance.
- Experience applying ALARP principles within major hazard facilities.
- Familiarity with the Technical Authority Framework and engineering governance.
- Knowledge of safety cases, COMAH reports, Bow Tie Assessments, and LOPA.
- Understanding of Reliability‑Based Inspection and Safety Integrity Level requirements.
- Experience using SAP for asset, maintenance, integrity, or performance‑management activities.
