Role Context

The Senior HSE Engineer - Safety Assurance acts as a technical focal point for effective implementation of HSE management systems across operational facilities and Group Companies. The position combines field assurance, compliance monitoring, incident investigation, risk assessment and corporate auditing to verify that safety barriers remain effective throughout normal operations and higher-risk activities. The engineer will examine HSE performance data, assess operating practices and identify weaknesses before they develop into significant incidents. Recommendations must be practical, technically supported and followed through to closure so that lessons learned translate into measurable improvements in workforce safety, asset integrity and operational reliability.

Key Responsibilities
  • Review HSE reports, operational feedback and submissions from Group Companies to identify compliance concerns and areas requiring technical support.
  • Monitor HSE performance across operating facilities and assess adherence to approved policies, procedures and safety standards.
  • Participate in complex and high-impact HSE inspections involving plant equipment, facilities and operational activities.
  • Verify safety compliance during equipment installation, facility start-up, loading, offloading, shutdown and other operational phases.
  • Support implementation and consistent interpretation of ADNOC HSE Management System requirements.
  • Facilitate understanding and application of applicable Codes of Practice across Group Companies.
  • Provide HSE guidance to operational teams and relevant functions when clarification of requirements is needed.
  • Review purchasing and technical safety standards to ensure equipment and materials comply with applicable codes and modern safety requirements.
  • Contribute to the development and improvement of workplace safety programs.
  • Maintain and enhance safety guidance covering hazardous areas, operating precautions and safe work requirements.
  • Review the availability and suitability of safety manuals, technical publications, awareness material and other HSE resources.
  • Identify unsafe working conditions and recommend engineering, procedural or operational improvements.
  • Develop and update HSE inspection checklists based on facility risks and applicable standards.
  • Prepare inspection schedules for systematic assessment of Group Company facilities and operating areas.
  • Identify workplace and process hazards during inspections and define appropriate corrective actions.
  • Participate with HSE specialists in Health, Safety and Environment impact assessments and technical safety studies.
  • Contribute to HAZOP and HAZID studies to identify process and operational hazards.
  • Support structured risk assessments for facilities, projects and operational activities.
  • Participate in root cause analysis for incidents, equipment-related events and significant HSE failures.
  • Audit HSE initiatives, improvement projects and recently implemented measures to assess effectiveness and sustainability.
  • Analyse accidents and incidents to identify immediate, underlying and systemic causes.
  • Recommend preventive measures designed to minimize recurrence of similar incidents.
  • Monitor implementation of agreed incident investigation recommendations through formal close-out.
  • Confirm that required HSE barriers and risk controls have been established following incidents.
  • Participate in accident investigations in accordance with HSE management requirements.
  • Prepare technical observations and evidence that support management decision-making following investigations.
  • Review contractor management procedures from an HSE assurance perspective and recommend improvements where necessary.
  • Contribute to revisions of corporate audit and contractor management processes.
  • Participate in Level 2 internal HSE audits, including site-level self-assessment activities.
  • Participate in Level 3 corporate HSE audits across applicable organizations and facilities.
  • Record audit findings, identify compliance gaps and support development of corrective action plans.
  • Follow up outstanding audit actions to ensure agreed improvements are completed within required timeframes.
  • Promote consistent application of HSE requirements across operations, maintenance, projects and contractor activities.
  • Support continuous improvement by identifying recurring weaknesses and recommending stronger preventive controls.
Ideal Profile
  • The successful candidate should have substantial professional experience in health, safety and environmental assurance within oil and gas, energy, petrochemical or other major industrial operations.
  • Strong knowledge of HSE management systems, operational safety standards, compliance auditing and incident investigation is essential.
  • Practical experience participating in HAZOP, HAZID, risk assessment and root cause analysis activities will be important for evaluating complex operational hazards and recommending effective safeguards.
  • Candidates should understand process and occupational safety considerations associated with equipment installation, plant start-up, shutdown, loading activities and routine facility operations.
